In the strategic development of any socio-economic system, goal setting and strategic planning play a huge role. In this regard, from the point of view of achieving the national development goals of the Russian Federation for the period up to 2030 and for the future up to 2036, it is of interest to consider the strategic plan for their achievement, recorded in the Unified Plan for Achieving the National Development Goals of the Russian Federation until 2030 and for the future up to 2036, approved by the Government of the Russian Federation. To analyze the Unified Plan for Achieving the National Development Goals of the Russian Federation, it is advisable to use the tool of the "visual system" of strategic management, which predetermined the choice of the research topic. The scientific novelty of the obtained results lies in the development of a theoretical approach based on the classical tool of the visual system of strategic management “looking through” and associated with the probable options for its use, determined by external and internal factors during the implementation of the development strategy. The practical significance of the obtained results lies in the possibility of using the proposed approach to the tool “looking “through” the system of strategic thinking in relation to the analysis and assessment of the processes of implementing the strategic plan for the socio-economic development of the Russian Federation until 2030 and for the future until 2036.
