In the scientific study, the authors substantiate the need to overcome the shortage of highly qualified specialists in modern organizations. The article presents the results of the analysis of the current situation on the labor market. A comparative characteristic of methods for optimizing the use of resources and creating a system for training and developing personnel that can be used by Russian organizations to overcome the shortage of highly qualified personnel is presented. The conducted author’s study made it possible to develop a model and mechanism for overcoming the shortage of highly qualified personnel based on an integrated approach (bionic approach, sharing of competencies and a training system), as well as to develop programs for the implementation of these technologies in the work of organizations.
