The allocation of the process of managing the development of specialists determines the level of activity of the personnel management system in economic systems of the "organization" type. The choice of management subprocesses included in the structure of the professional development management process is substantiated. The purpose and content of the guiding attributes of the selected management subprocesses are defined. A methodology is presented for constructing a normative model of the professional development management process for subsequent technologization at the operational level for subsequent equipping with resource and evaluation attributes, ensuring effective promotion of projects and technologies to improve the effectiveness of building or reforming process management facilities in the social and economic environment.
