An effective mechanism for the balanced distribution of budgetary funds plays a vital role in maintaining the stable functioning of the state's financial system. Rational implementation of state and municipal procurement to meet the needs of the state and municipalities is key to economic stability. This article analyzes federal legislation regulating procurement by municipal public authorities to meet municipal needs. The author outlines the key powers of public authorities and a number of specific aspects of legal regulation in the organization and implementation of municipal procurement. It is concluded that the procurement of goods, works, and services by all public authorities at the federal, regional, and local levels according to uniform principles and legal norms will create an open and transparent procurement mechanism aimed at the timely satisfaction of national needs.
