Abstract:
The presented study provides a political and managerial analysis of the current dilemmas determining the evolution of the legal field and administrative practices in the field of state civil and municipal service in the Russian Federation. It focuses on identifying deep-seated institutional contradictions stemming from the dualism of legislative frameworks, archaic mechanisms of personnel motivation and socialization, as well as growing dissonance between traditional bureaucratic paradigms and the imperatives of digital transformation in public administration. Methodologically, the study relies on a systematic approach supplemented by institutional and comparative legal analysis. As a result, the work structures key problem areas and conceptualizes possible trajectories for modernizing the system based on principles such as meritocracy, transparency, and social significance.
