FEATURES OF FORMATION AND IMPLEMENTATION OF PERSONNEL POLICY IN CALCULATING SALARY TO EMPLOYEES OF STATE UNITARY ENTERPRISES

Abstract (English):
Problems of formation of personnel policy and legal regulation of payment issues and stimulation of work in government offices are topical and practically significant. The purpose of the article is to review the innovations of the order of calculation and payment of salary to employees of the unitary enterprises and to suggest some trends for improving the resolution of questions of local documents of unitary enterprises in the reflection of the salary order and conditions of its payment. Among priority problems considered in the article there are methodological and practical ones and results that should be highlighted: the expansion of the structural provisions of the internal regulations and their relation to the new legal instruments in the area of wages, the rationale payroll composition, by category of personnel and control of the optimal level of relations wages. Conclusions and recommendations will inform the economic content and document calculations for government agencies and regulatory authorities.
