Preferential Policy and Stimulation of Competition on the Public Procurement Market

Статья посвящена оценке влияния дискриминационной политики и предоставления преференций при осуществлении государственных закупок на общественную эффективность. Приведен перечень обобщенных дискриминационных методов по отношению к поставщикам и используемые виды преференций. Показаны положительные и отрицательные воздействия ограничения конкуренции при проведении закупочных процедур. Делаются выводы о возможности получения незначительного положительного макроэкономического эффекта от системного использования преференциальных механизмов государственными заказчиками. При этом введение ценовых льгот в виде преференциального процента может рассматриваться как механизм эффективной поддержки отечественного товаропроизводителя, не приводящий к снижению национального благосостояния. Показана нецелесообразность максимизации числа участников процедур при закупках продукции для государственных и муниципальных нужд. Проведение дискриминационной политики предполагает незначительную распространенность антиинституционального поведения со стороны государственных заказчиков.

The article is devoted to assessing the impact of the discriminatory policy of preferences in government procurement on social efficiency. The paper provides a list of discriminatory practices and the types of preferences. Showing positive and negative effects of the restriction of competition during the procurement procedures. Conclusions on the possibility of obtaining a slight positive macroeconomic effect on the system of preferential arrangements by government customers. The introduction of price incentives in the form of preferential interest can be considered as an effective mechanism to support domestic producers, not leading to a reduction in national welfare. Shown unreasonableness maximizes the number of bidders during procurement of products for state and municipal needs. Discriminatory policies involves a minor prevalence of opportunistic behavior on the part of government customers.

Принято считать, что основной гарантией эффективности деятельности заказчика при осуществлении закупок продукции для общественных нужд является стимулирование конкуренции среди поставщиков. Концепция создания квазирынка государственных и муниципальных закупок в современной России в полной мере отражает этот тезис.В начале 1990-х гг. в России попытки решения локальных проблем отдельных территорий или отраслей за счет доступа к средствам бюджетов имели повсеместный характер, что проявлялось в установлении множества ограничений для защиты местного товаропроизводителя, создании рабочих мест и росте налоговых поступлений.
