The article analyzes the problem of managing the rationale for the selection of engineering (rationalist) type of development enterprises among the existing industrial complexes for targeted support on economic activity. The article develops a criterion that enables to make informed choices of one NACE activity businesses for state support. This in turn will provide consistent long term and short term development of country’s economy. The use of criteria that allows transition to managed development of economy is substantiated. The potential of the rationalist development and its dynamics were estimated for various economic activities.

В условиях современного развития отечественной и мировой экономики, а также с учетом объективных условий ее развития все чаще возникает вопрос о том пути, который обеспечит наиболее высокие темпы развития. Закономерно появляется и вопрос о критерии выбора. В современной экономической науке предлагается использовать в качестве ориентира темпы роста ВВП страны и собственно объем ВВП. При этом методик, позволяющих сделать адекватный прогноз в данной сфере, фактически не существует. Заметим, что в данной работе мы не будем оспаривать целесообразность и объективность использования показателя ВВП и построенных на его базе показателей для определения уровня развития экономики.
Объектом исследования является государственное управление адресной поддержкой развития производственных комплексов. В качестве предмета выступает механизм обоснования выбора адресов для получения государственной поддержки в рамках инженерного развития производственных комплексов. Иными словами, определение наиболее приоритетных экономических видов деятельности, которые дадут наибольший прирост и ускорят темпы развития экономики, по сути, станут локомотивами роста.
