Актуальность представленного исследования определяется тем, что с учетом происходящих в мире геополитэкономических изменений в недалеком будущем России вновь предстоит оказаться перед рубиконом выбора характера реформ. В этой связи представляет интерес обратиться к менеджерскому опыту наиболее резонансных реформ в новейшей истории страны – гайдаровских. Целью представленных исследований является комплексный анализ внутреннего и внешнего менеджмента разработки и реализации гайдаровских реформ с позиций оценки вероятных сценариев осуществления реформ трансформации национальной экономики в ближайшие годы. Научная новизна полученных результатов заключается в выявлении сильных и слабых сторон менеджмента (в части взаимосвязи внутреннего и внешнего менеджмента) при разработке и реализации гайдаровских реформ как информационной базы для оценки подходов к менеджменту при осуществлении трансформации национальной экономики в современных условиях. С использованием классификации типов менеджмента по признаку уровня хозяйственной самостоятельности управляемой системы впервые продемонстрировано, что уникальность менеджмента гайдаровских реформ заключалась в том, что против эффективного развития управляемой системы работал не только внешний менеджмент (что объяснимо с точки зрения преследуемых его инициаторами целей ослабления сильного конкурента на мировом рынке), но и внутренний менеджмент во главе с лидером реформ Е. Гайдаром. Практическая значимость полученных результатов заключается в возможности их использования (включая выявление ошибок и проблем формирования и реализации гайдаровских реформ) при формировании и реализации системы управления процессами трансформации национальной экономики в современных условиях.
The relevance of the presented research is determined by the fact that, taking into account the geopolitical and economic changes taking place in the world, in the near future Russia will again face the Rubicon of choosing the nature of reforms. In this regard, it is of interest to turn to the managerial experience of the most resonant reforms in the modern history of the country – Gaidar’s. The purpose of the presented research is a comprehensive analysis of internal and external management of the development and implementation of Gaidar’s reforms from the standpoint of assessing likely scenarios for implementing reforms to transform the national economy in the coming years. The scientific novelty of the results obtained lies in identifying the strengths and weaknesses of management (in terms of the relationship between internal and external management) in the development and implementation of Gaidar’s reforms as an information base for assessing approaches to management in the transformation of the national economy in modern conditions. Using the classification of management types based on the level of economic independence of the managed system, it was demonstrated for the first time that the uniqueness of the management of Gaidar’s reforms was that not only external management worked against the effective development of the managed system (which is understandable from the point of view of the goals pursued by its initiators of weakening a strong competitor in the global market), but also internal management led by reform leader E. Gaidar. The practical significance of the results obtained lies in the possibility of using them (including identifying errors and problems in the formation and implementation of Gaidar’s reforms) in the formation and implementation of a system for managing the processes of transformation of the national economy in modern conditions.
