The article examines the factors influencing human resources software features advanced development areas created by the Far Eastern Federal District. The authors reveal the basic characteristics of these areas shows the average population of the subject and the number of jobs. The article analyzes the problems of security of territories of priority development of the Far Eastern Federal District human resources. The authors also considered the possibility of attracting in the region of foreign labor. It is shown that the strategy of development of the Far East should be implemented in conjunction with a comprehensive strategy for labor mobility. The results of the analysis of the dynamics of the labor force in the region, which indicate the existing problems in the region. The features of the migration situation in the region. 1. ТЕРРИТОРИИ ОПЕРЕЖАЮЩЕГО РАЗВИТИЯ КАК ЭЛЕМЕНТ СТРАТЕГИИ РАЗВИТИЯ ДАЛЬНЕГО ВОСТОКА
Продолжающийся спад отечественной экономики, рост диспропорций регионального развития территорий России обусловили разработку новых мер, способных изменить сложившуюся ситуацию. В целях успешной реализации Стратегии социально-экономического развития Дальнего Востока и Байкальского региона на период до 2025 г. решением Правительства РФ № 696-р от 20 апреля 2015 г. в ряде российских регионов планируется создать территории опережающего развития (ТОР), в которых планируется создать привлекательные условия осуществления предпринимательской деятельности. Первым федеральным округом, в котором реализуется пилотный проект по созданию ТОР является Дальневосточный федеральный округ (ДФО), на территории которого планируется создать девять ТОРов: в Камчатском, Приморском, Хабаровском краях, в Амурской и Магаданской областях и в Чукотском автономном округе [1]. Данные территории должны придать импульс социально-экономическому развития данного региона (табл. 1).
Апеллируя к удачному зарубежному опыту, разработчики проекта прогнозируют, что функционирование ТОР не только повысит экономический потенциал ДФО, но и будет способствовать созданию комфортных условий для жизнедеятельности его населения [1, 2].
