Актуальность представленного исследования определяется тем, что в развитии национального хозяйства огромное значение имеет развитие строительного комплекса, значимость которого для национальной экономики нашла отражение в национальных целях развития Российской Федерации, определенных Указом Президента Российской Федерации от 7 мая 2024 г. № 309, включая достижение национальных целей «комфортная и безопасная среда для жизни». С учетом перехода мирового и национального хозяйства из индустриальной эпохи в постиндустриальную, возникает объективная необходимость в методологической адаптации процессов развития строительного комплекса и обеспечивающих отраслей применительно к условиям постиндустриальной экономики. Целью представленного исследования является рассмотрение, обобщение и систематизация сложившихся теоретических подходов к формированию строительного комплекса и обеспечивающих отраслей с позиций оценки достаточности их использования применительно к условиям постиндустриальной экономики. Научная новизна полученных результатов заключается во всестороннем рассмотрении, обобщении и систематизации известных теоретических подходов к формированию строительного комплекса (включая: рыночный подход, системный подход, процессный подход, программно-целевой подход, проблемно-ориентированный подход, подход на основе методов сетевого планирования; комплексный подход; кластерный подход; подход на основе развития зон строительной деятельности и др.) и обосновании того, что большинство из них по-прежнему базируются на постулатах, сформированных в индустриальную эпоху, и требуют дальнейшего развития в интересах более полного учета реалий постиндустриальной экономики. Практическая значимость полученных в работе результатов заключается в том, что опора на проведенные исследования теоретико-методологических основ анализа подходов к формированию строительного комплекса и обеспечивающих отраслей позволит более эффективно провести анализ сложившихся методологических подходов к исследованию процессов развития строительного комплекса и обеспечивающих отраслей. То есть перейти от рассмотрения статики формирования строительного комплекса и обеспечивающих отраслей к исследованию динамики их развития.
The relevance of the presented study is determined by the fact that the development of the construction complex is of great importance in the development of the national economy, the significance of which for the national economy is reflected in the national development goals of the Russian Federation, defined by the Decree of the President of the Russian Federation of May 7, 2024 No. 309, including the achievement of the national goal of "a comfortable and safe living environment". Taking into account the transition of the world and national economy from the industrial era to the post-industrial, there is an objective need for methodological adaptation of the development processes of the construction complex and supporting industries in relation to the conditions of the post-industrial economy. The purpose of the presented study is to consider, generalize and systematize the existing theoretical approaches to the formation of the construction complex and supporting industries from the standpoint of assessing the sufficiency of their use in relation to the conditions of the post-industrial economy. The scientific novelty of the obtained results lies in the comprehensive consideration, generalization and systematization of known theoretical approaches to the formation of the construction complex (including: market approach, system approach, process approach, program-target approach, problem-oriented approach, approach based on network planning methods; integrated approach; cluster approach; approach based on the development of construction activity zones, etc.) and the justification of the fact that most of them are still based on the postulates formed in the industrial era and require further development in the interests of a more complete consideration of the realities of the post-industrial economy. The practical significance of the results obtained in the work lies in the fact that reliance on the conducted studies of the theoretical and methodological foundations of the analysis of approaches to the formation of the construction complex and supporting industries will allow a more effective analysis of the existing methodological approaches to the study of the processes of development of the construction complex and supporting industries. That is, to move from considering the statics of the formation of the construction complex and supporting industries to studying the dynamics of their development.
