The article analyzes the impact of the 2020 constitutional reform on the development of regional legislation in the field of youth policy, as well as the transformation over the past 5 years of the management system for its implementation in the constituent entities of the Russian Federation. The relevance of the work is related to the insufficient number of studies of this branch of public administration from the point of view of constitutional law. The author of the article has accumulated successful experience of regional rulemaking in the context of consolidating youth policy in republican constitutions, regional, regional and district charters. Statistics on the adoption of new laws of the subjects of the Russian Federation regulating the implementation of youth policy in the period from 2021 to March 2025 are presented. All organizational and legal forms of "youth" state executive authorities have been studied, and the rationale for the need for a specialized structure at the regional level responsible for the self-realization of young people has been formulated. It is concluded that the constitutional reform of 2020 had a significant impact on improving the legal regulation of youth policy in the constituent entities of the Russian Federation, launching the process of updating regional legislation on the regulation of the rights and freedoms of young people, and also allowed us to take another step towards the independence of relevant executive authorities.
