Requirements for the paper

1. Published manuscripts and manuscripts published in other journals are not submitted.

Full articles are submitted with volume to 12 typed pages and 6 pictures, brief articles - to 5 typed pages and 4 pictures.

The article should be written efficiently and carefully edited.

2. It is necessary to send the following documents to the editorial board e-mail vestnik.gmu@yandex.ru:

- application containing the title of the article, annotation, keywords, surnames and initials of authors, the place of employment - in Russian and English;

- electronic copy of the manuscript (in Word 97-2003 or RTF format), tables, pictures and picture captions;

- covering letter;

- review-recommendation for publication;

- contract for publication and right for placement in electronic databases;

- two annotations (in Russian and English) - to 150 words, and the second annotation (200-250 words) may be sent after receiving the reviewers' positive decision and recommendation for publication;

- recommendations for publication by the reviewer (Doctor of Science, for a postgraduate - Candidate of Sciences);

- information about the authors: their job titles, academic degrees, phones and e-mail addresses (in Russian and English).

Supporting documents for the article. It's necessary to attach scanned copies of them (only in JPG or PDF) to one e-mail with the article.

All documents should have certified signature. Documents are scanned after they are fully prepared, signed and signature is certified. Do not send documents in Word, inserting it in the signature pattern.

Please note that the files of submitted manuscripts should be given electronically or by e-mail of the editorial board.

4. Submitted manuscripts should meet common ethic principles.

5. The secretary of the editorial council (Deputy Editor) refers the article for a review to a member of the editorial council, who is leading the appropriate scientific field, on condition that the article meets the necessary requirements.

Manuscripts should have authorship of at least 80%, which is confirmed by the system of antiplagiarism.

The review undergoes some levels using type of peer-review: by the editor-in-chief, open peer review, one blind editing, double peer review.

The article sent to the author for revision should be returned with comments and the original version. The letter containing answers to comments and changes should be attached to the revised manuscript.

The article, delayed after revision by more than three months or required extra revision, is considered as a new submission.

6. Each article should have a scientific review (recommendation article for publication) of a specialist of appropriate scientific field having a doctorate degree or candidate degree. Doctoral candidates' articles are reviewed by Doctors of Sciences, postgraduates and applicants' articles - by Doctors or Candidates of Sciences in the appropriate field.

7. The review given by the author should pay attention to the relevance of the scientific problem, uniquely characterize theoretical or applied significance of the research; relate the author's conclusions to existing scientific concepts. An essential element of the review is the reviewer's assessment of novelty of the manuscript, the personal contribution of the author in the solution of the problem. It is worth noting in a review compliance with the style, logic and accessible presentation of scientific nature of the manuscript.

8. The article should have:
originality - a new subject area, methods or results;
scientific methodology - accuracy and objectivity of the conclusions;
clarity, structured material and the quality of writing;
logical argumentation;
theoretical and practical significance;
novelty and relevance of links;
international approach;
editorial compliance with framework and objectives of the journal;
adequately reflecting the content of the article titles, keywords and abstracts;
presence of foreign sources in the bibliography (at least 20-30%, the exception of publications on regional subjects); number of references should be sufficient.

9. Annotations should be:
informative (following the logic description of the results);
original;
content-rich (reflecting the main content of the article and the results of the researches);
compact, but not short (from 100 to 250 words).

Annotation and keywords. Annotation (author's summary) is an independent from the article source of information. It is a brief summary of large volume of work; it may be published independently, apart from the main text and, therefore, should be understandable without reference to the publication itself.

Annotation gives essential facts of work, without exaggerating the value of the author's contribution. Structure of annotation reflecting the structure of the article (introduction, aims and objectives, specifying methods, results, discussion, conclusions) is welcome. It is recommended to make an annotation as an abstract.

Annotation is a key source of information about the article in domestic and foreign information systems and databases, indexing the journal.

Annotation in Russian:
should have not less than 200, but not more than 250 words;
should not include: well-known ideas, quotations, references, abbreviations, unnecessary introductory phrases.

Annotation in English:
should be made in compliance with English grammar and stylistics using special terminology adopted in English editions;
should not be performed by automatic translators;
should tend to convey the meaning of article and may not be a literal translation of Russian summary.

Keywords (no more than 10 words or phrases) should:
reflect the content of the article;
define the subject area of the research;
be present in the article.

When compiling the list of keywords it is recommended to test options prepared by the author in Systems Science Citation (RISC, Scopus, Web of Science), i.e. to enter them in the appropriate search form and browse the results.

10. After receiving the decision of acceptance for publication, the author should provide a structured annotation in Russian and English.

Structured annotation with volume of 250 words or less (no more than 100 words in each section, if applicable) may include:
introduction - the purpose of writing the research work;
methodology;
area of the research;
conclusions - results of the research;
framework of the research / possibility of subsequent use of the scientific work results (if applicable);
practical significance (if applicable);
social implications (if applicable) - impact on society / politics / system of state and municipal government;
originality / value.

Volumes of articles. The Editorial Board accepts articles of not more than 11 000 characters (including spaces) - for applicants of Candidate of Sciences, not more than 20 000 - Doctor of Sciences. The volume of the article doesn't include annotation, keywords, list of references, information about the author in English and in Russian.

Text format. Typing is done in the format of Microsoft Word. The dimensions of the main text: 14 pt, spacing 1.5; margins: left - 3 cm from the top, right and bottom - 2 cm. Paragraph indention 1.25 (set in the option "Format", "Paragraph").

Annotation, keywords, notes, bibliography, References, information about the author - 14 pt, spacing - 1.0.

At the beginning of the article (on the first page, in the center) the following things are given in Russian:
title of the article;
initials and surname of the author (s);
name of the organization that the author represents (if necessary, two - organizations: if the authors work in different organizations they are written after the names of the authors);
annotation and keywords in Russian (justified, without indentation);
an indication of the source of funding (if the work is carried out under the grant).

Then the basic text of the article is placed. The structure of the article includes introduction (relevance of the theme and its degree of scientific elaboration), the purpose and objectives of this article, used methods, the presentation of results, conclusions.

The separate blocks of content stand subtitles (drawn aligned "center", lowercase, bold italic).

After the basic text there should be:
list of bibliography
References (list of references, in which bibliographic description of works in Cyrillic is transliterated into Latin script, and title of the work is translated into English);
information about author / authors in Russian and English.

II. The rules of transliteration. You should do transliteration on site www.translit.ru, choose an option LC (Library of Congress). Transliterated Russian sources should be drawn on the model of foreign sources. The square brackets translation of the title of the article or book is provided.
In English the name of the author's initials is separated by comma, then the year of publication of the work in parentheses (numbers only).

References. Bibliography of the unit is the article must be submitted by bibliographic references (GOST 7.05-2008) and reference lists at the end of the material (References are done in the alphabetical order, number of sources must be less than 20). The author is responsible for the accuracy of the information, the accuracy of citations (citations may be in operation and more than 30), and links to official documents and other sources. Foreign spelling is given in brackets, except for references.
The bibliography does not include:

• articles from interinstitional collections (journals);

• regulatory and archival documents;

• statistical collections;

• newspaper notes without the author;

• references to the home page;

• references to conference papers and abstracts, not included in the database RISC;

• references to abstracts and dissertations.

These materials are made in the interlinear bibliographic references (footnotes), except to p. 7. Specified in p. 7 handwritten materials are not included even in the interlinear references.

Note: In accordance with the ethics of scientific publications database Scopus recommends the degree of self-citation in the range of 0-10%.

In the list of references there are only those sources to which the author refers in the text.

Bibliography is given in the alphabetical order, first - literature in Russian, and then - in other languages.

Description of the source is made in the following order:
title of work;
name of the journal (if this article is from journal) is separated from the title of the article with double slash (//), without quotation marks;
output data, excluding the year: for the magazine - the number and pages of the article; for a collection of articles or conference materials - the city and the name of the publisher.

In the output of monographs, textbooks, conference materials specified

publisher and number of pages are provided.
If reference is made to the works of one author which are published in one year, alphanumeric codes (a, b, c and etc.) are used. For example: 2014a, 2014b.

When making online source it should be indicated: author (if any), title of the article, after the double slash (//) the full name of the site (portal), the exact link to the mentioned document (URL) in the parentheses - the date of using.

Archival sources are indicated in the text in parentheses, for example: (CSA. F. 1, L. 2. 15), they are not submitted in the list of references.

References (list of literature in English) are performed unlike the Russian list; it depends on the peculiarities of sources registration by international databases.

Description of the article published in Russian, is as follows:
surname and initials of the author (s) - - in the transliteration system LC (http://translit.ru/?direction=ru&account=lc)
(if there are two co-authors it's necessary to put "and", if three or more - names are separated by commas, and "and" is placed before the last surname);
title of the article / monograph - in transliteration;
title of the article / monograph - translated into English in brackets;
journal title - in transliteration, which is made italic, separated from the title of the article by point, without double slash (//);
output data in English (city, name of the publisher, "date of applying") or only the digital data (depending on the applicable standard of description), separated from the journal title by commas;
indication on the language of publication, published not in English [eg .: (In Russ.)], - obligatory!

Foreign sources should be indicated in the bibliography and in References.

Editors have the right to correct or offer to replace / remove - in agreement with the author - the tables used in the article, charts, pictures. Captions to tables are recommended in two languages - Russian and English.
Articles containing special characters, fonts other than Times New Roman are not accepted.

Information about the author / authors. Information about the author (in Russian and English) should include the surname, name and patronymic (in full), scientific degree, academic title, place of employment, membership in the scientific community (academies, unions, and so on), post address of the employer (including zip code), city and country; phone numbers (work, home, mobile - in the publication only work number is indicated), e-mail address (obligatory!)

It is obligatory for postgraduate students and applicants for Doctor of Sciences to give phone numbers of departments, to which they are attached; for postgraduate students (applicants for Candidate of Sciences) - data about the supervisor (surname, first name, degree, title).

The author is recommended to read all the rules carefully when making the article and in case of questions to write to the editorial office.
Date of incoming articles and scanned copies of the documents are included in the

priority of publication.

At the author's request the reviewers' conclusions may be provided by e-mail.

The average period of reviewing articles - 2-4 months. The author is notified on acceptance or rejection of the work on request by e-mail.

В статье обобщены сущность и содержание информационной открытости деятельности органов государственной власти. Рассмотрены особенности нормативно-правового регулирования механизма обеспечения информационной открытости деятельности органов государственной власти Российской Федерации. Изучен региональный опыт реализации механизма обеспечения информационной открытости деятельности органов власти и оценена возможность его применения в Орловской области.

Publication ethics

The editorial team of the journal adheres to ethic standards of scientific publications and is guided by "Code of ethics of scientific publications" which is developed and adopted by Committee on ethics of scientific publications.

Principles of professional ethics in editor and publisher's activity

In the activity the editor is responsible for disclosure of copyright works following the basic principles:

  • In making decision of the publication the editor may be guided by authenticity of the data and scientific significance of the work.
  • An editor at any time evaluate manuscripts for their intellectual content without regard to race, gender, religious belief, ethnic origin, citizenship, or political philosophy of the authors.
  • The editor and any editorial staff must not disclose any information about a submitted manuscript to anyone other than the corresponding author, reviewers, potential reviewers, other editorial advisers, and the publisher, as appropriate.
  • Unpublished materials disclosed in a submitted manuscript must not be used in an editor's own research without the express written consent of the author.
  • The editor should not admit information to be published if there is sufficient evidence to believe it to be plagiarism.
  • The editor and the publisher shouldn't leave complaints concerning manuscripts and published works without answer; in case of conflict situation they should take actions to solve it.
  • According to the given principles all manuscripts are checked for plagiarism; should have the list of sources used, sources of financial support (if present); the articles published in other journals are not admitted.

The author should be guided by the following principles:

 

  • The author (authors) of articles should present an accurate account of the work performed as well as an objective discussion of its significance. Underlying data should be represented accurately in the paper. A paper should contain sufficient detail and references to permit others to replicate the work. Fraudulent or knowingly inaccurate statements constitute unethical behavior and are unacceptable.
  • The authors should ensure that they have written entirely original works, and if the authors have used the work and/or words of others that this has been appropriately cited or quoted.
  • The author should not in general publish manuscripts describing essentially the same research in more than one journal or primary publication. Submitting the same manuscript to more than one journal concurrently constitutes unethical publishing behaviour and is unacceptable.
  • Proper acknowledgment of the work of others must always be given. Authors should cite publications that have been influential in determining the nature of the reported work.
  • Authorship should be limited to those who have made a significant contribution to the conception, design, execution, or interpretation of the reported study. All those who have made significant contributions should be listed as co-authors. Where there are others who have participated in certain substantive aspects of the research project, they should be acknowledged or listed as contributors.
  • The corresponding author should ensure that all appropriate co-authors and no inappropriate co-authors are included on the paper, and that all co-authors have seen and approved the final version of the paper and have agreed to its submission for publication.
  • When an author discovers a significant error or inaccuracy in his/her own published work, it is the author's obligation to promptly notify the journal editor or publisher and cooperate with the editor to retract or correct the paper.

 

Duties of authors:

  • Authors should know about the external review of the manuscript;
  • authors should confirm their contribution to the article;
  • authors should confirm authenticity and accuracy of data;
  • authors should promptly correct the pointed errors and inaccuracy.

Reviewing

  • All articles submitted for the publication are subject to reviewing.
  • The Editorial Board requires the reviewer to be objective.
  • Reviewing is carried out without any financial or other substantive conflict of reviewer's interests.
  • Reviewing is anonymous with means of 'Blind Review', authors and reviewers' names are not disclosed.

Duties of the editorial staff:

  • The editorial staff has to accept or reject the article based on the given reviewing.
  • The editorial staff has to avoid the conflict of interests in relation to published works.
  • Finding out the errors the necessary refutation will be published in the next issues of the magazine.

General questions:

  • The Editorial Board is in charge of editorial ethics control.
  • When deciding on the articles publication the editorial staff adheres to uniform principles.
  • The Editorial Board guarantees high quality of the published articles. It publishes corrections and refutations if necessary.
  • The Editorial Board takes all measures to avoid plagiarism.


Principles of professional ethics in reviewer's activity

The reviewer provides scientific expertise of copyright works, so his activity should be impartial following the principles:

  • Any manuscripts received for review must be treated as confidential documents. They must not be shown to or discussed with others except as authorized by the editor.
  • Reviews should be conducted objectively. Personal criticism of the author is inappropriate. Referees should express their views clearly with supporting arguments.
  • Privileged information or ideas obtained through peer review must be kept confidential and not used for personal advantage.
  • Any selected referee who feels unqualified to review the research reported in a manuscript or knows that its prompt review will be impossible should notify the editor and excuse himself from the review process.

After receiving the reviews at the editorial board meeting, the question of incoming articles is considered and the decision is made based on the conclusions of reviewers about the publication or the refusal to publish articles. On the basis of the made decision to the author / authors is/are sent a letter in which the overall assessment of the article is given. If the article may be published after revision taking into account comments - recommendations for revision are provided. If the article is not accepted for publication - the reasons for such decision are given.

Reviewing manuscripts is confidential in order to protect the rights of the author. Breach of confidentiality is possible in case of the reviewer's application about the falsification of the submissions.

The reviewer evaluates the compliance of the article with the scientific profile of the journal, its relevance, novelty, theoretical and (or) the practical significance, availability of conclusions and recommendations.

The review undergoes some levels using type of peer-review: by the editor-in-chief, open peer review, one blind editing, double peer review.

The article sent to the author for revision should be returned with comments and the original version. The letter containing answers to comments and changes should be attached to the revised manuscript.

The article, delayed after revision by more than three months or required extra revision, is considered as a new submission.

6. Each article should have a scientific review (recommendation article for publication) of a specialist of appropriate scientific field having a doctorate degree or candidate degree. Doctoral candidates' articles are reviewed by Doctors of Sciences, postgraduates and applicants' articles - by Doctors or Candidates of Sciences in the appropriate field.

7. The review given by the author should pay attention to the relevance of the scientific problem, uniquely characterize theoretical or applied significance of the research; relate the author's conclusions to existing scientific concepts. An essential element of the review is the reviewer's assessment of novelty of the manuscript, the personal contribution of the author in the solution of the problem. It is worth noting in a review compliance with the style, logic and accessible presentation of scientific nature of the manuscript.

8. The article should have:
originality - a new subject area, methods or results;
scientific methodology - accuracy and objectivity of the conclusions;
clarity, structured material and the quality of writing;
logical argumentation;
theoretical and practical significance;
novelty and relevance of links;
international approach;
editorial compliance with framework and objectives of the journal;
adequately reflecting the content of the article titles, keywords and abstracts;
presence of foreign sources in the bibliography (at least 20-30%, the exception of publications on regional subjects); number of references should be sufficient.

9. Annotations should be:
informative (following the logic description of the results);
original;
content-rich (reflecting the main content of the article and the results of the researches);
compact, but not short (from 100 to 250 words).

Annotation and keywords. Annotation (author's summary) is an independent from the article source of information. It is a brief summary of large volume of work; it may be published independently, apart from the main text and, therefore, should be understandable without reference to the publication itself.

Annotation gives essential facts of work, without exaggerating the value of the author's contribution. Structure of annotation reflecting the structure of the article (introduction, aims and objectives, specifying methods, results, discussion, conclusions) is welcome. It is recommended to make an annotation as an abstract.

Annotation is a key source of information about the article in domestic and foreign information systems and databases, indexing the journal.

Annotation in Russian:
should have not less than 200, but not more than 250 words;
should not include: well-known ideas, quotations, references, abbreviations, unnecessary introductory phrases.

Annotation in English:
should be made in compliance with English grammar and stylistics using special terminology adopted in English editions;
should not be performed by automatic translators;
should tend to convey the meaning of article and may not be a literal translation of Russian summary.

Keywords (no more than 10 words or phrases) should:
reflect the content of the article;
define the subject area of the research;
be present in the article.

When compiling the list of keywords it is recommended to test options prepared by the author in Systems Science Citation (RISC, Scopus, Web of Science), i.e. to enter them in the appropriate search form and browse the results.

10. After receiving the decision of acceptance for publication, the author should provide a structured annotation in Russian and English.

Structured annotation with volume of 250 words or less (no more than 100 words in each section, if applicable) may include:
introduction - the purpose of writing the research work;
methodology;
area of the research;
conclusions - results of the research;
framework of the research / possibility of subsequent use of the scientific work results (if applicable);
practical significance (if applicable);
social implications (if applicable) - impact on society / politics / system of state and municipal government;
originality / value.

Volumes of articles. The Editorial Board accepts articles of not more than 11 000 characters (including spaces) - for applicants of Candidate of Sciences, not more than 20 000 - Doctor of Sciences. The volume of the article doesn't include annotation, keywords, list of references, information about the author in English and in Russian.

Text format. Typing is done in the format of Microsoft Word. The dimensions of the main text: 14 pt, spacing 1.5; margins: left - 3 cm from the top, right and bottom - 2 cm. Paragraph indention 1.25 (set in the option "Format", "Paragraph").

Annotation, keywords, notes, bibliography, References, information about the author - 14 pt, spacing - 1.0.

At the beginning of the article (on the first page, in the center) the following things are given in Russian:
title of the article;
initials and surname of the author (s);
name of the organization that the author represents (if necessary, two - organizations: if the authors work in different organizations they are written after the names of the authors);
annotation and keywords in Russian (justified, without indentation);
an indication of the source of funding (if the work is carried out under the grant).

Then the basic text of the article is placed. The structure of the article includes introduction (relevance of the theme and its degree of scientific elaboration), the purpose and objectives of this article, used methods, the presentation of results, conclusions.

The separate blocks of content stand subtitles (drawn aligned "center", lowercase, bold italic).

After the basic text there should be:
list of bibliography
References (list of references, in which bibliographic description of works in Cyrillic is transliterated into Latin script, and title of the work is translated into English);
information about author / authors in Russian and English.

II. The rules of transliteration. You should do transliteration on site www.translit.ru, choose an option LC (Library of Congress). Transliterated Russian sources should be drawn on the model of foreign sources. The square brackets translation of the title of the article or book is provided.
In English the name of the author's initials is separated by comma, then the year of publication of the work in parentheses (numbers only).

References. Bibliography of the unit is the article must be submitted by bibliographic references (GOST 7.05-2008) and reference lists at the end of the material (References are done in the alphabetical order, number of sources must be less than 20). The author is responsible for the accuracy of the information, the accuracy of citations (citations may be in operation and more than 30), and links to official documents and other sources. Foreign spelling is given in brackets, except for references.
The bibliography does not include:

• articles from interinstitional collections (journals);

• regulatory and archival documents;

• statistical collections;

• newspaper notes without the author;

• references to the home page;

• references to conference papers and abstracts, not included in the database RISC;

• references to abstracts and dissertations.

These materials are made in the interlinear bibliographic references (footnotes), except to p. 7. Specified in p. 7 handwritten materials are not included even in the interlinear references.

Note: In accordance with the ethics of scientific publications database Scopus recommends the degree of self-citation in the range of 0-10%.

In the list of references there are only those sources to which the author refers in the text.

Bibliography is given in the alphabetical order, first - literature in Russian, and then - in other languages.

Description of the source is made in the following order:
title of work;
name of the journal (if this article is from journal) is separated from the title of the article with double slash (//), without quotation marks;
output data, excluding the year: for the magazine - the number and pages of the article; for a collection of articles or conference materials - the city and the name of the publisher.

In the output of monographs, textbooks, conference materials specified

publisher and number of pages are provided.
If reference is made to the works of one author which are published in one year, alphanumeric codes (a, b, c and etc.) are used. For example: 2014a, 2014b.

When making online source it should be indicated: author (if any), title of the article, after the double slash (//) the full name of the site (portal), the exact link to the mentioned document (URL) in the parentheses - the date of using.

Archival sources are indicated in the text in parentheses, for example: (CSA. F. 1, L. 2. 15), they are not submitted in the list of references.

References (list of literature in English) are performed unlike the Russian list; it depends on the peculiarities of sources registration by international databases.

Description of the article published in Russian, is as follows:
surname and initials of the author (s) - - in the transliteration system LC (http://translit.ru/?direction=ru&account=lc)
(if there are two co-authors it's necessary to put "and", if three or more - names are separated by commas, and "and" is placed before the last surname);
title of the article / monograph - in transliteration;
title of the article / monograph - translated into English in brackets;
journal title - in transliteration, which is made italic, separated from the title of the article by point, without double slash (//);
output data in English (city, name of the publisher, "date of applying") or only the digital data (depending on the applicable standard of description), separated from the journal title by commas;
indication on the language of publication, published not in English [eg .: (In Russ.)], - obligatory!

Foreign sources should be indicated in the bibliography and in References.

Editors have the right to correct or offer to replace / remove - in agreement with the author - the tables used in the article, charts, pictures. Captions to tables are recommended in two languages - Russian and English.
Articles containing special characters, fonts other than Times New Roman are not accepted.

Information about the author / authors. Information about the author (in Russian and English) should include the surname, name and patronymic (in full), scientific degree, academic title, place of employment, membership in the scientific community (academies, unions, and so on), post address of the employer (including zip code), city and country; phone numbers (work, home, mobile - in the publication only work number is indicated), e-mail address (obligatory!)

It is obligatory for postgraduate students and applicants for Doctor of Sciences to give phone numbers of departments, to which they are attached; for postgraduate students (applicants for Candidate of Sciences) - data about the supervisor (surname, first name, degree, title).

The author is recommended to read all the rules carefully when making the article and in case of questions to write to the editorial office.
Date of incoming articles and scanned copies of the documents are included in the

priority of publication.

At the author's request the reviewers' conclusions may be provided by e-mail.

The average period of reviewing articles - 2-4 months. The author is notified on acceptance or rejection of the work on request by e-mail.

Рассмотрены особенности нормативно-правового регулирования механизма обеспечения информационной открытости деятельности органов государственной власти Российской Федерации. Изучен региональный опыт реализации механизма обеспечения информационной открытости деятельности органов власти и оценена возможность его применения в Орловской области.

Publication ethics

The editorial team of the journal adheres to ethic standards of scientific publications and is guided by "Code of ethics of scientific publications" which is developed and adopted by Committee on ethics of scientific publications.

Principles of professional ethics in editor and publisher's activity

In the activity the editor is responsible for disclosure of copyright works following the basic principles:

  • In making decision of the publication the editor may be guided by authenticity of the data and scientific significance of the work.
  • An editor at any time evaluate manuscripts for their intellectual content without regard to race, gender, religious belief, ethnic origin, citizenship, or political philosophy of the authors.
  • The editor and any editorial staff must not disclose any information about a submitted manuscript to anyone other than the corresponding author, reviewers, potential reviewers, other editorial advisers, and the publisher, as appropriate.
  • Unpublished materials disclosed in a submitted manuscript must not be used in an editor's own research without the express written consent of the author.
  • The editor should not admit information to be published if there is sufficient evidence to believe it to be plagiarism.
  • The editor and the publisher shouldn't leave complaints concerning manuscripts and published works without answer; in case of conflict situation they should take actions to solve it.
  • According to the given principles all manuscripts are checked for plagiarism; should have the list of sources used, sources of financial support (if present); the articles published in other journals are not admitted.

The author should be guided by the following principles:

 

  • The author (authors) of articles should present an accurate account of the work performed as well as an objective discussion of its significance. Underlying data should be represented accurately in the paper. A paper should contain sufficient detail and references to permit others to replicate the work. Fraudulent or knowingly inaccurate statements constitute unethical behavior and are unacceptable.
  • The authors should ensure that they have written entirely original works, and if the authors have used the work and/or words of others that this has been appropriately cited or quoted.
  • The author should not in general publish manuscripts describing essentially the same research in more than one journal or primary publication. Submitting the same manuscript to more than one journal concurrently constitutes unethical publishing behaviour and is unacceptable.
  • Proper acknowledgment of the work of others must always be given. Authors should cite publications that have been influential in determining the nature of the reported work.
  • Authorship should be limited to those who have made a significant contribution to the conception, design, execution, or interpretation of the reported study. All those who have made significant contributions should be listed as co-authors. Where there are others who have participated in certain substantive aspects of the research project, they should be acknowledged or listed as contributors.
  • The corresponding author should ensure that all appropriate co-authors and no inappropriate co-authors are included on the paper, and that all co-authors have seen and approved the final version of the paper and have agreed to its submission for publication.
  • When an author discovers a significant error or inaccuracy in his/her own published work, it is the author's obligation to promptly notify the journal editor or publisher and cooperate with the editor to retract or correct the paper.

 

Duties of authors:

  • Authors should know about the external review of the manuscript;
  • authors should confirm their contribution to the article;
  • authors should confirm authenticity and accuracy of data;
  • authors should promptly correct the pointed errors and inaccuracy.

Reviewing

  • All articles submitted for the publication are subject to reviewing.
  • The Editorial Board requires the reviewer to be objective.
  • Reviewing is carried out without any financial or other substantive conflict of reviewer's interests.
  • Reviewing is anonymous with means of 'Blind Review', authors and reviewers' names are not disclosed.

Duties of the editorial staff:

  • The editorial staff has to accept or reject the article based on the given reviewing.
  • The editorial staff has to avoid the conflict of interests in relation to published works.
  • Finding out the errors the necessary refutation will be published in the next issues of the magazine.

General questions:

  • The Editorial Board is in charge of editorial ethics control.
  • When deciding on the articles publication the editorial staff adheres to uniform principles.
  • The Editorial Board guarantees high quality of the published articles. It publishes corrections and refutations if necessary.
  • The Editorial Board takes all measures to avoid plagiarism.


Principles of professional ethics in reviewer's activity

The reviewer provides scientific expertise of copyright works, so his activity should be impartial following the principles:

  • Any manuscripts received for review must be treated as confidential documents. They must not be shown to or discussed with others except as authorized by the editor.
  • Reviews should be conducted objectively. Personal criticism of the author is inappropriate. Referees should express their views clearly with supporting arguments.
  • Privileged information or ideas obtained through peer review must be kept confidential and not used for personal advantage.
  • Any selected referee who feels unqualified to review the research reported in a manuscript or knows that its prompt review will be impossible should notify the editor and excuse himself from the review process.

Procedure of publication

The manuscript is submitted if it meets the requirements for the registration of articles placed on the site: http://orel.ranepa.ru/

Published manuscripts and manuscripts published in other journals are not submitted.

It is necessary to send to the editorial board e-mail vestniksrvon@mail.ru the following documents:

  • application containing the title of the article, annotation, keywords, surnames and initials of authors, the place of employment - in Russian and English;
  • electronic copy of the manuscript (in Word 97-2003 or RTF format), tables, pictures and picture captions;
  • covering letter;
  • review-recommendation for publication;
  • contract for publication and right for placement in electronic databases;
  • two annotations (in Russian and English) - to 150 words, and the second annotation (200-250 words) may be sent after receiving the reviewers' positive decision and recommendation for publication;
  • information about the authors: their job titles, academic degrees, phones and e-mail addresses (in Russian and English).


Please note that the files of submitted manuscripts should be given electronically or by e-mail of the editorial board.

The manuscript is registered in the Register Journal indicating the date of receipt, the title, the author's /authors' full name, the place of employment.

The secretary of the editorial council (Deputy Editor) refers the article for a review to a member of the editorial council, who is leading the appropriate scientific field, on condition that the article meets the necessary requirements.

After receiving the reviews at the editorial board meeting, the question of incoming articles is considered and the decision is made based on the conclusions of reviewers about the publication or the refusal to publish articles. On the basis of the made decision to the author / authors is/are sent a letter in which the overall assessment of the article is given. If the article may be published after revision taking into account comments - recommendations for revision are provided. If the article is not accepted for publication - the reasons for such decision are given.

Reviewing manuscripts is confidential in order to protect the rights of the author. Breach of confidentiality is possible in case of the reviewer's application about the falsification of the submissions.

The reviewer evaluates the compliance of the article with the scientific profile of the journal, its relevance, novelty, theoretical and (or) the practical significance, availability of conclusions and recommendations.
