Статья посвящена совершенствованию системы управления сотрудничеством университета и торгово-промышленной палаты через проектирование модели солидарного альянса как перспективного протоинститута ноообщества. Теоретическую рамку работе задает теория ноономики С.Д. Бодрунова, в которой солидаризм трактуется как объективное и необходимое условие функционирования экономики знаний и формирования Нового индустриального общества второго поколения (НИО.2). Авторы впервые концептуализируют университет и ТПП как «парные институты-агенты генезиса ноообщества»: первый производит ноономический капитал, второй легитимирует общие смыслы в экономике региона. Предложенная методика оценки «солидарной зрелости» институтов тестируется через эмпирический анализ партнерства Уральского государственного университета и Уральской ТПП. Введено понятие «человеческого капитала солидарности» как катализатора перехода. Представлена архитектура «Солидарного сообщества развития» и пакет инструментов для непрерывного производства ноономического капитала региона. Модель масштабируема на другие субъекты РФ.
The article addresses the improvement of the governance system for university–chamber of commerce and industry cooperation through the design of a solidary alliance model as a promising proto institution of the noo society. The theoretical framework of the study is grounded in S.D. Bodrunov's theory of noonomics, which interprets solidarism as an objective and necessary condition for the functioning of the knowledge economy and the formation of the second generation of the New Industrial Society (NIS.2). For the first time, the authors conceptualize the university and the CCI as "paired institutions-agents of noosociety genesis": the former produces noonomic capital, while the latter legitimizes shared meanings within regional economies. The proposed methodology for assessing the "solidarity maturity" of institutions is tested through an empirical analysis of the partnership between Ural State University of Economics (USUE) and the Urals CCI. The concept of "solidarity human capital" is introduced as a catalyst for this transition. The architecture of a "Solidarity Development Community" and a toolkit for the continuous production of a region's noonomic capital are presented. The model is scalable to other constituent entities of the Russian Federation.
