В статье проводится анализ моделей экономики производственной деятельности учреждений исполнения наказаний за рубежом. Исследование охватывает различные модели организации пенитенциарной экономики, применяемые в экономически развитых государствах США, Великобритании, Германии, Франции, Канаде, скандинавских странах, Японии. Рассмотрены экономические механизмы функционирования исправительных учреждений, формы привлечения осужденных к труду, источники финансирования, государственночастное партнерство, критерии эффективности производственной деятельности в рамках пенитенциарной экономики. Показано, что экономическая результативность пенитенциарного производства зависит от таких факторов, как организационно-правовые формы организации, уровень применяемых технологий, характер выпускаемой продукции, уровень профессиональной подготовки осужденных, степень интеграции с частным бизнесом. Установлено, что зарубежные системы пенитенциарного производства основываются на различных моделях организации — от моделей, ориентированных на самоокупаемость и максимальную прибыль, до социально-реабилитационных моделей, главной целью которых является не извлечение прибыли, а восстановление социального статуса осужденных. Сделан вывод о том, что наиболее эффективными и перспективными являются социально-реабилитационные модели пенитенциарной экономики, в которых экономическая целесообразность органично сочетается с социальными целями – исправлением осужденных, снижением постпенитенциарных рецидивов, формированием устойчивых предпосылок для полной социальной адаптации после освобождения.
