Статья посвящена исследованию институциональных факторов, определяющих эффективность инновационной инфраструктуры ресурсозависимых регионов Российской Федерации. Актуальность исследования обусловлена необходимостью диверсификации экономики сырьевых территорий в условиях глобальной технологической трансформации. На основе эмпирических данных рейтингов инновационного развития субъектов РФ за 2022–2024 гг. проведена типологизация ресурсозависимых регионов по уровню эффективности инновационной инфраструктуры. Выявлены четыре типа институциональных ловушек: ловушка рентоориентированного поведения, ловушка некомплементарности институтов, ловушка низкого доверия и ловушка институциональной трансплантации. Выявлено, что достижения регионов в инновационной сфере обуславливаются преимущественно институциональными факторами. Предложен дифференцированный подход к инновационной политике в зависимости от типа доминирующей институциональной ловушки.
The article is devoted to the study of institutional factors determining the effectiveness of innovation infrastructure in resource-dependent regions of the Russian Federation. The relevance of the research is determined by the need to diversify the economy of raw-material territories in the context of global technological transformation. Based on empirical data from the ratings of innovative development of the subjects of the Russian Federation for 2022-2024, the resource-dependent regions were typologized according to the level of effectiveness of the innovation infrastructure. Four types of institutional traps have been identified: the trap of rent-oriented behavior, the trap of institutional incompetence, the trap of low trust, and the trap of institutional transplantation. It is revealed that the achievements of the regions in the field of innovations are mainly determined by institutional factors. A differentiated approach to innovation policy is proposed, depending on the type of dominant institutional trap.
