    <p>В данной статье авторы предпринимают попытку проследить изменение взглядов на бюрократию и бюрократическую организацию в трудах классиков и современников экономической теории и социологической науки, а также ответить на вопросы о взаимном влиянии человеческого фактора и свойств бюрократической организации. В статье уделено внимание возникновению и развитию термина «бюрократия», выделены особенности моделей эффективной бюрократической организации различных авторов, приведены результаты некоторых «полевых» исследований, демонстрирующих наличие расхождений между идеальной моделью бюрократии и реально функционирующими организациями. Тем не менее, авторы приходят к выводу о том, что бюрократическая структура способна не только ограничивать свободу личности, но и защищать ее интересы и предоставлять возможности для самореализации.</p>

   <trans-abstract xml:lang="en">
    <p>This article is the attempt to trace the evolution of attitudes to bureaucracy and bureaucratic organization in the works of classical and contemporary economic theory and sociology, as well as to answer the question about the mutual influence of the human factor and the properties of bureaucratic organization. The article pays attention to the emergence and development of the term “bureaucracy” and to the features of models of effective bureaucratic organizations of various authors. We invite your attention to the results of some field studies that demonstrate the discrepancies between the ideal model of bureaucracy and functioning&#13;
organizations. However, the authors conclude that the bureaucratic structure is able not only to restrict individual freedoms, but to protect its interests and provide&#13;
opportunities for self-realization.</p>

  <p>В восприятии современного обывателя понятие «бюрократическая организация» обычно вызывает набор негативных ассоциаций: чрезмерная формализованность, косность, сложная система отчетности, проволочки, затягивание решения вопроса и т.п.</p>
