    <p>Российская Федерация, являясь стороной Парижского соглашения, реализует свою национальную политику и надлежащим образом принимает меры по планированию и осуществлению действий в области адаптации к климатическим изменениям, включая программы и мероприятия, реализация которых способствует снижению выбросов или повышению абсорбции парниковых газов. Существующие в настоящее время формы планирования, реализации и  контроля результатов по адаптации лесного сектора Российской Федерации к изменениям климата требуют функционирования постоянного мониторинга полученных результатов для своевременной корректировки мероприятий и понимания текущего статуса достижения целевых показателей. Целью настоящего исследования является разработка предложений по организации и осуществлению системы мониторинга для оценки эффективности реализованных мер адаптации лесного сектора экономики Российской Федерации к климатическим изменениям (с учётом имеющегося международного опыта). В результате анализа существующих подходов, направленных на мониторинг достигнутого уровня прогресса в отношении процесса, связанного с планами в области адаптации и эффективностью их реализации, с учетом зарубежного опыта внедрения системы мониторинга и оценки, можно сделать следующие выводы: система мониторинга и оценки должна выстраиваться исходя из целей функционирования, которая может быть определена как оценка достижения целевых показателей по адаптации, поддержка принятия управленческих решений в условиях неопределенности или получение информации и понимания процессов адаптации</p>

    <p>The Russian Federation, being a party to the Paris Agreement, implements its national policy and appropriately takes measures to plan and implement actions in the field of adaptation to climate change, including programs and activities, the implementation of which helps to reduce emissions or increase the absorption of greenhouse gases. Currently existing forms of planning, implementation and monitoring of the results of forestry sector adaptation to climate changes require functioning of continuous monitoring of the results obtained in order to timely adjust measures and understand the current status of achieving target indicators. The purpose of this study is to develop proposals for the organization and implementation of a monitoring system to assess the effectiveness of the implemented measures for adapting the forest sector of the Russian economy to climate change (taking into account the existing international experience). As a result of the analysis of existing approaches aimed at monitoring the achieved level of progress in relation to the process related to adaptation plans and the effectiveness of their implementation, taking into account foreign experience in the implementation of the monitoring and evaluation system, the following conclusions can be drawn: monitoring and evaluation system should be built on the basis of performance goals, which can be defined as an assessment of the achievement of adaptation targets, support for managerial decision-making in conditions of uncertainty, or obtaining information and understanding of adaptation processes</p>
