Данные технического состояние многоквартирных домов являются огромным цифровым массивом для принятия важных управленческих решений как в границах отдельных территорий муниципального образования, так и для планирования бюджетных расходов в рамках муниципалитета, субъекта федерации и страны в целом. Рассмотрены аспекты формирования данных о многоквартирных домах в различных информационных системах. Рассмотрены основы обеспечения достоверности представленных данных. В работе отмечено, что многие годы при переходе от плановой экономики к рыночной требования технических регламентов и нормативных документов по содержанию и эксплуатации многоквартирных домов не в полной мере соблюдаются эксплуатирующими организациями. Сроки замены отработавших предельный срок систем и оборудования не соблюдаются. Отмечено, что федеральными законодателями и Правительством Российской Федерации не определен общий порядок проведения мониторинга технического состояния многоквартирных домов и не сформирован общий подход к оценке их технического состояния, не определена обязанность собственников помещений многоквартирных домов по финансированию этих работ, не определена их периодичность. Выявлено, что данные, полученные при проведении мониторинга технического состояния многоквартирных домов, объединённые в федеральных и региональных информационных системах, были бы объективным маркером при формировании государственных и муниципальных программ в области снижения непригодного для проживания жилого фонда механизм финансирования мониторинга.

It is noted that federal legislators and the Government of the Russian Federation have not determined a general procedure for monitoring the technical condition of apartment buildings and have not formed a general approach to assessing their technical condition, the obligation of owners of premises of apartment buildings to finance these works, their frequency has not been determined. It was revealed that the data obtained during the monitoring of the technical condition of apartment buildings combined in federal and regional information systems would be an objective marker in the formation of state and municipal programs in the field of reducing the housing stock unsuitable for living. financing of monitoring.
