В работе обосновывается важность определения принципов правового обеспечения информационной безопасности в транспортной сфере с точки зрения осуществления правового регулирования общественных отношений в указанной сфере. Автором сделан вывод о наличии связи принципов данной разновидности юридической деятельности с методами правового регулирования. В статье предложено авторское определение принципов правового обеспечения информационной безопасности в транспортной сфере, которое учитывает особенности фундаментальных начал правового воздействия на общественные отношения. Обращено внимание на структуру принципов, а также предложена их классификация. Основой работы стало рассмотрение особенностей общепризнанных норм и принципов международного права, представляющих фундаментальные начала правового регулирования. На многочисленных примерах отмечены наиболее характерные черты указанных принципов, а именно их системность и комплексность, соответствие общей иерархии принципов права.
The work substantiates the importance of determining the principles of legal support for information security in the transport sector from the point of view of the implementation of legal regulation of public relations in this area. The author concluded that there is a connection between the principles of this type of legal activity and the methods of legal regulation. The article proposes the author's definition of the principles of legal support for information security in the transport sector, which takes into account the features of the fundamental principles of legal influence on public relations. Attention is drawn to the structure of the principles, and their classification is also proposed. The basis of the work was the consideration of the features of generally accepted norms and principles of international law, which represent the fundamental principles of legal regulation. Numerous examples highlight the most characteristic features of these principles, namely their consistency and complexity, compliance with the general hierarchy of principles of law.
