This article examines the problem of effective managerial decision-making by employees of organizations that are characterized as complex organizational systems of special purpose. To represent the decision-making process, the structure of such systems is described in the form of a network model using a set of alternative goals. Dynamic logical and mathematical models for recognizing and predicting the functioning of these systems are proposed. For making managerial decisions in complex organizational systems with rigid centralization, it is most important to plan and form a technological chain of targets with the ability to take into account the dynamic impact of the external environment, while the technological chain of targets must take into account the influence of the external environment on all elements of the management system of complex organizational systems with rigid centralization, paying special attention to the modeling of the functioning and assessment of the state of the active elements of this system, taking into account the prediction of the state and behavior of passive elements. The functioning of these systems is influenced, among other things, by subjective factors, therefore it is necessary to adjust the models using coefficients of relative importance of goals for marking arcs of the network model graph. The graph for the network model is constructed using an expert survey.
