This article is devoted to formation of methodical ensuring management of financial resources of university of enterprise type, based on interrelation of its methodology with processes of the analysis and forecasting. Conceptual approach to effective functioning of a control system of financial resources and it information analytically is offered to providing which can form a direct basis of administrative tools for concrete universities at the solution of problems of the current and strategic character and will allow to create, depending on requirements, the system of estimated indicators directed on satisfaction of administrative inquiries of various external and internal users.

В связи с реструктуризацией многих государственных вузов и их переходом на автономное управление руководству необходимы методические рекомендации по формированию комплексной структурированной системы управления финансовыми ресурсами для принятия оперативных и стратегических управленческих решений. Определяя цели управления финансовыми ресурсами, необходимо руководствоваться принципом релевантности поставленных задач, поскольку от их решения будет зависеть дальнейшая стратегия деятельности университета. По мнению П.А. Левчаева, «финансовые ресурсы — основополагающий, исходный фактор финансового производства, во многом характеризующий потенциальные возможности субъекта хозяйствования и служащий одновременно показателем эффективности реализованных решений и устойчивости его деятельности» [1, с. 24]. Таким образом, адекватное управление финансовыми ресурсами в наибольшей степени определяет эффективность использования трудовых и материальных ресурсов, что, в свою очередь, оказывает непосредственное влияние на эффективность деятельности всего университета.
