In today's world, as production rates increase, improving the environmental situation, using natural resources in a sustainable manner, and reducing the number of landfills for waste disposal and storage are crucial tasks. One significant approach to addressing these challenges is the utilization of secondary resources and raw materials. The government is taking various measures to foster the development of the secondary resources market. This article explores the legal, economic, and administrative measures in this area, as well as the international experience in encouraging businesses to utilize secondary resources in their operations. Effective management of the use of secondary resources is essential for increasing the economic efficiency of enterprises. Based on the analysis conducted in this work, it is concluded that in order to implement the strategy of working with secondary resources as effectively as possible, all legal uncertainties should be eliminated in the legislation.
