OF RAILWAY EMBANKMENTS CONSTRUCTION 
IN PERMAFROST CONDITIONS

Abstract (English):
In this article, the authors examine the complex issues of regulatory frameworks for the construction of railway embankments in permafrost conditions. They analyze the relationship between technical standards (SP, SNiP, GOST) and environmental legislation defining the special regime for economic activity in the cryolithozone. The study identifies key legal conflicts arising at the intersection of land, urban planning, and environmental law. The authors pay particular attention to requirements 
for engineering surveys, design, and technology selection aimed at ensuring geotechnical safety and minimizing negative impacts on fragile ecosystems in permafrost zones. The authors argue 
that despite the well-developed regulatory framework for regulating relations in the field of railway embankment construction in permafrost conditions, it is not without its shortcomings. In particular, the existence of legal conflicts and problematic aspects in this area of legal regulation create certain legal challenges in practice, and examples of such challenges are provided. A conclusion is reached regarding the need for further systematization and detailing of the regulatory framework, taking into account the risks of permafrost soil degradation under climate change.
