Based on the analysis of information on innovation, having studied the positive experience of the regions and specifics of the industrial production, services, operation of research organiza-tions of the Voronezh region, it proposes to develop classification criteria of innovativeness. All the presented criteria provide an objective assessment of innovation as goods, services, work, and organization engaged in innovative activities or aspiring to be called innovative. The entire classification is presented and should be consistent with and applied in practice, classifiers.
