In the article the author discloses specifics of formation of international communication culture in the sphere of state policy of the Russian Federation. Inculcation of skills of cross-cultural communication is a long and difficult process, having its own structure and carrying out a number of the certain functions considered below. The author focuses on formation of culture of international communication among young people, which is the important direction of state policy of the Russian government. State and international legal acts are presented, directed to prevention of conflict situations of international character. Also the active position of Russia in formation of cross-cultural dialogue is emphasized.
