In the article basic provisions of the resolution concerning improvement of penitentiary mechanisms of various states accepted in December, 2015 are considered by the General Assembly of the United Nations. Thematic areas of this document which, according to the author, have to promote advance of ideas of humanity in places of compulsory isolation are analyzed. The author focuses attention on fixing a number of correctional facilities of the procedures in rules, obligatory for administration, providing use of various ways and methods of protection of the rights of the persons deprived of freedom.
