This scientific article examines various topical issues of administrative and legal regulation in the field of spatial data use in the context of global digital transformation. The article analyzes the opportunities that the digitalization of geographic information systems opens up for improving public administration, as well as the direct implementation of the smart city concept. The problems in ensuring the confidentiality of personal geographical information of the population, as well as its protection from any unauthorized access, are being investigated. Special attention is paid not only to the modernization of the regulatory framework, but also to the creation of mechanisms accessible to citizens to appeal against illegal actions by the authorities. It is proved that achieving a balance between technological efficiency, as well as legal guarantees of the individual, is a prerequisite for the formation of a comfortable digital urban environment.
