Article investigates the logic of state decisions that transformed Sovetskaya Gavan – a remote bay on the Tatar Strait known for its fisheries and timber industry – into one of the key naval and transport hubs of the Soviet Far East within two decades. Unlike traditional historical-geographical surveys, the study is structured around three analytical theses: the gap between planned and actual parameters of the bay's development in the 1930s; the argument that the 1943 decision on NKVD Construction No. 500 was simultaneously a military and an infrastructural turning point that reconfigured the transport map of the entire Far East; and the dual nature of the resulting model – a "military town" in which civilian and defence functions were structurally inseparable. The source base comprises published resolutions of the GKO and Council of Ministers of the USSR, data from official websites of the Sovetsko-Gavansky district administration and the port of Vanino, and academic articles on the history of Pacific Fleet basing, Far Eastern fortified districts, and labour mobilisation in the 1940s. The article contains three analytical tables: on the dynamics of planned vs actual indicators of Fleet base construction in Sovetskaya Gavan in 1932 – 1941; on the chronology of key state decisions concerning the bay's development; and on the structure of the workforce of Construction No. 500 by year.
