Abstract:
This paper presents a comprehensive analysis of the evolution of the concept of e-government (EG) in the context of the transformation of public administration paradigms. It examines the concept's genesis, from the initial models of technocratic automation of bureaucratic procedures of the late 
20th century to modern ecosystem concepts based on platform solutions and artificial intelligence technologies. Particular attention is paid to the shift in theoretical approaches: from a service-oriented e-government model implementing the principles of new public management to a proactive paradigm based on big data analysis, and then to the development of the concept of a "platform state." 
The paper identifies key stages of conceptualization, reveals the dialectic of the transition from discrete services to an integrated digital ecosystem, and highlights the challenges associated with ensuring digital sovereignty, cyber resilience, and the ethical legitimacy of algorithmic governance.
