The article discusses the problem of the lack of a unified approach to the definition and assessment of the sustainable development of regional educational systems. Among the key difficulties: The inconsistency of federal policy with the needs of the regions, the uneven distribution of educational resources, the high administrative burden on universities and colleges, and the outflow of personnel from peripheral territories (including the Tula region). The key aspects of the work are the analysis of sustainability factors (behavioral, financial, digital, internal and external influences, economic security, managerial aspects), the dynamics of indicators of universities in the Central Federal District for 2023–2025, the sustainability management mechanism (strategic planning, resource provision, monitoring), practical cases (digital transformation in universities in the Central Federal District, dual education in Tula regions). This study has a scientific novelty – a comprehensive sustainability management mechanism has been proposed, sustainability factors have been systematized, and the dynamics of target indicators across the regions of the Central Federal District has been analyzed. The practical significance of the work is shown in the following – the results are useful for authorities and universities in developing development strategies. The implementation of the mechanism will reduce the imbalance between personnel training and the needs of the economy, reduce the outflow of young people, and increase the effectiveness of educational resources.
