The author examines the specifics of the factors of the internal environment of corporate culture of internal affairs employees. The functions and powers conferred on employees of the internal affairs bodies, aimed at meeting the needs of citizens, society and state security and protection against illegal acts are revealed. Two principles of representing the outpost of management culture of the employee of the internal affairs bodies are marked out. So, the rule of law and respect for human rights and freedoms form the legal framework of the formal values, norms, professionally significant qualities. However, the transformation vector of behavioral and psychological norms of formation of administrative culture depends on social and political factors of the environment. The main principles are: impartiality; openness and publicity; public trust and support of citizens; departmental interaction and cooperation; the level of adaptation of science and technology.
