Referring to the various forms of realization of the right to participate in managing state affairs, the authors emphasize the right of public control. Analyzing the principles of public control, a conclusion about the most important principle of citizen participation in the implementation of social control is made - the principle of voluntariness. In the article the goal of social control is revealed, restriction of the right to exercise public control is considered, the legal personality of the Public Council is analyzed, which allowed the authors to identify the specific features of social control, its difference from state, as well as desirability of public authorities supervising the impact of public control entities in connection with the appropriate authority, without the introduction of mechanisms of public control making the institution ineffective.
