The scientific article is prepared within the supported by RGNF the scientific project No. 15-02-00221. This article analyses the result of the level of social and economic development of Moscow region by its municipalities, extents of their differentiation on the reached level of social and economic development, and development of the legislative offers on the problem resolution revealed as a result of the conducted researches are systematized.
