Updating the project management method for building the technical capacity of the country is implemented by various systems of quality management. The management process is impossible without a team. Well-formed team will allow you to effectively perform the tasks of the project. The article presents the analytical evaluation of the formation of the project team according to GOST R 54869-2011 and Scrum methodology. The second important aspect is planning. In world practice there are international standards and national requirements for the issuance of planning documents. One of the most famous is the PMBOK, at the national level, GOST RV 15.208-2005. The main planning tool is the schedule. Thanks to properly planned work the state customers on the innovative output meet the requirements.
