The article analyzes the socio-philosophical and socio-cultural approaches that address environmental security. It is revealed that the modern society is aware of the problems associated with the organizational and technological aspects of ecological safety that demonstrate a wide range of socio-economic and managerial solutions. They depend on various aspects of human activities within a specific socio-cultural practice. The level of environmental safety depends on the mentality and ecological culture, which has a positive and / or negative impact on economic actors (public authorities, employers, employees, etc.). From the point of view of socio-cultural and legal aspects, defining the boundaries of eco-friendly development is connected with creating and maintaining a suitable environment for human habitation. This environment must maintain certain standards of economic, social and cultural activities. The methodological basis of this study include: the principles of co-evolutional development (N. N. Moiseev), the concept of «integral ecology» and other ideas contributing to the reduction of anthropogenic load and profit maximization on the environment, as well as protection of human rights in the field of ecology of nature. Current industrial ecological culture results from the pluralism of standard-setting institutions and their limited powers. The phenomenon of ethnic ecological culture is a reflection of the internal uncertainty (we are still in a state of environmental comfort, but there is a risk of transition to some new, unusual situations) and the adoption of specific managerial decisions to minimize environmental risks during the implementation of complex technological problems. The research is based on the case of the socio-economic and environmental activities in the Kemerovo region and shows that this region contains a large volume of industrial waste. This, on the one hand, poisons the local ecological systems. On the other hand, the situation contributes to the search for managerial and technological solutions related to industrial waste processing, land reclamation, etc., whose purpose is the conservation and sustainable use of natural resources and the restoration of the constitutional rights of residents to a decent ecological environment. This can be implemented by environmental monitoring based on techniques of climate and anthropogenic scenario forecasting with the help of information systems. This would boost the climate dependent sectors of the economy and enhance their economic efficiency. In this regard, the role of providing reliable information about potential and existing violations of the enabling environment is increasing, as well as the interest of economic actors in obtaining this information for everyday socio-cultural and legal practice. A dialogue cold lead to mutual understanding for the benefit of all the parties involved (economic institutions, the individual and the state), as they display various cultural attitudes to environmental safety.
