Grant support is the main type of state support for the development of peasant farming in Krasnoyarsk Kray. Since 2012, annually competitions have been held in the Kray for grants to novice farmers and for the development of family livestock farms. An analysis of the dynamics of the grants’ distribution by municipal districts and zones for the period from 2012 to 2017 showed that 34.2% (284) peasant farmers of the total number received grants, which is a high indicator on the scale of the Siberian Federal District. The financing volume in both directions amounted to 846.9 million rubles. As a result, 840 new jobs were created. The analysis of the effectiveness of the use of grants for the period 2012-2017 indicates that the majority of peasant farmers, who received grants, did not fulfill their obligations in full. Thus, the indicator characterizing the economic efficiency of recipients of state support, the increase in agricultural production in the direction of milk production (67 grants) shows highly efficient, the production of vegetables (17 grants) shows efficient, and meat production (134 grants) shows inefficient (negative) use of funds grant support. Therefore, the agriculture of the region for some types of products by 2020 may not reach those predicted values that are determined by the regional state program with existing trends. In connection with this, an adjustment is necessary to redistribute grant support in priority areas and determine the minimum production volumes for each direction of grant issuance in accordance with the prevailing agricultural production in the region. To assess the effectiveness of state support in the field of social responsibility of peasant farming, it is advisable to keep statistics on the creation of new permanent jobs and their preservation over the entire period defined by agreements (contracts).

Государственная поддержка малых форм хозяйствования на селе является важным фактором повышения доходов и уровня жизни сельского населения, обеспечения занятости, устойчивого развития сельских территорий Красноярского края. Малые формы хозяйствования, представленные крестьянскими (фермерскими) хозяйствами, являются неотъемлемой частью аграрного сектора экономики Красноярского края, которые работают на принципах предпринимательства и рыночных отношений [1]. Они обладают характеристиками, особенностями, что делает каждое хозяйство уникальным. Особенно велика их роль в сельских поселениях, где отсутствуют или расположены нерентабельные сельскохозяйственные организации [2]. Одним из основных базовых принципов создания и обеспечения эффективного функционирования К(Ф)Х является инновационная активность. Она заключается в том, что масштабы их производства не позволяют конкурировать по показателю себестоимости производимой сельскохозяйственной продукции со средними и крупными хозяйствами, однако они имеют преимущества, которые обеспечиваются опережающим инновационным развитием [3]. Для того чтобы быть конкурентоспособным не только на региональных, но и на межрегиональных рынках, К(Ф)Х должны успешно решать следующие задачи:
– использовать инновационные технологии в производстве, переработке и реализации произведенной продукции;
– рационально и эффективно использовать и развивать имеющиеся производственные мощности;
– обеспечивать оптимальную занятость, как членов крестьянского хозяйства, так и местного населения [4].
Все это делает К(Ф)Х потенциально более активными из сельхозтоваропроизводителей в области инноваций, что требует существенных инвестиций, притом, что уровень рентабельности производства сельскохозяйственной продукции уступает аналогичному показателю средних и крупных хозяйств [5]. В соответствии с государственной программой Красноярского края «Развитие сельского хозяйства и регулирование рынков сельскохозяйственной продукции, сырья и продовольствия на 2014-2020 годы», именно гранты, выдаваемые государством на развитие и поддержку сельскохозяйственной отрасли, способны обеспечить правильное развитие сельского хозяйства региона основными потребительскими товарами [6]. Поэтому государственная поддержка К(Ф)Х является основным и единственным доступным источником финансирования инновационных проектов [7]. Понимая значимость роли фермерства в социально-экономическом развитии сельских территорий и обеспечение продовольственной безопасности Красноярского края, правительство края ведет системную работу по поддержке К(Ф)Х.
Так, постановлениями Правительства Красноярского края в 2014 году был определен порядок предоставления грантов начинающим фермерам на создание и развитие крестьянско-фермерского хозяйства и главам К(Ф)Х на развитие семейных животноводческих ферм [8,9].
Однако в выше перечисленных документах, на наш взгляд, отсутствует связь грантовой поддержки с комплексным планом реализации инновационного развития АПК Красноярского края [10,11]. Именно это предопределило актуальность выбранной темы исследования, цель которого – определить степень влияния выданных грантов крестьянско-фермерским хозяйствам на прирост производства продукции сельского хозяйства в крае, таких как молоко, мясо (скот и птица) и овощи за период с 2012 по 2017 гг.
Условия, материалы и методы исследований. Объектом исследования является государственная поддержка крестьянско-фермерских хозяйств в виде грантов за период с 2012 по 2017 годы, а так же тенденции и факторы, влияющие на развитие производства сельскохозяйственной продукции в Красноярском крае. Исследования проводились в ООО «Информационно-консультационный центр «Енисей», основанного на базе Красноярского государственного аграрного университета г. Красноярск. При проведении исследования применялись системный и сравнительный, аналитический и экономико-статистический анализы. Математическую и статистическую обработку данных проводили с помощью общепринятых методик экономического анализа.
