In the paper are investigated issues related to efficiency improvement of the strategic program of measures for emergencies maintenance and prevention based on integrated implementation of process innovations in the area of population caring for. Has been proposed number of systematic measures on forming the institutional environment for the introduction and development of innovations, including the proposed regulatory changes. Has been paid attention to aspects of financial, economic, organizational and infrastructural support for innovative development in considered area. The need for further lowering of administrative barriers in the public fire supervision system has been noted and substantiated.
