Abstract (English):
In implementation of the project state support funds are used allocated as a grant in accordance with the decree of the President of the Russian Federation on 17.01.2014 № 11-rp, and on the basis of the competition held by the Fund ISSI. The article discusses the basis and principles of interaction of local communities in rural areas, in collaboration with interest groups, including actors of regional and local policies. The author notes that the development of the territories, including rural, is only possible in the inclusive format of interaction between different interest groups, providing the category of “efficiency” and «fairness» and leading to the perspective of “development” and “social and economic stability”.
