The role of information and communication technologies in the process of transformation of state institutions is studied. On the example of e-government the problems of implementation of these technologies in the sphere of public administration are examined. Their analysis showed that under current conditions special attention should be paid to the following problems: information security, protection of confidentiality, import substitution of software, quality improvement of state services. It is concluded that e-government is the state answer for the worldwide trends based on the development of information and communication technologies. Existing problems are not the reason for refusal from development of e-government system. The solution of these problems will allow to show out the Russian system of state administration on the new level and provide its stability. It is necessary to continue the development of e-government system because it creates favorable conditions for economic activity.
