The relevance of the presented research is due to the increasing role of the use of UAVs in ensuring the military and economic security of Russia, which requires adequate development of processes to manage the development of the system of production and use of UAVs. The purpose of the presented research is to develop proposals for work plans for the implementation of the strategy for the development of unmanned aviation in our country (including systems for the production and use of UAVs) as a key factor in increasing economic and national security. The scientific novelty of the presented research lies in the substantiation of proposals for the development of key areas of the Development Strategy for Unmanned Aviation of the Russian Federation from the standpoint of managing the processes of their implementation within the cycle of management functions: marketing - planning - development - organization - motivation - control - regulation - analysis - adjustment. The practical significance of the results obtained lies in the fact that the implementation of these proposals within the framework of work plans for the implementation of the Strategy for the Development of Unmanned Aviation of the Russian Federation will make it possible to develop recommendations for increasing the effectiveness of the implementation of the Strategy in subsequent management cycles.
