Abstract (English):
The relevance of the presented research is determined by the fact that the formation and implementation of projects and programs for the development of national transport infrastructure should be carried out taking into account ongoing and expected climate changes. The need to take into account ongoing and expected climate changes in the development of infrastructure facilities (including the development of national transport infrastructure) requires adequate development of the theoretical and methodological basis for taking into account the influence of meteorological factors on the safety and efficiency of functioning of infrastructure facilities, which predetermined the choice of research topic. The purpose of the presented research is to determine trends in the development of the theoretical basis for taking into account the influence of meteorological factors on the safety and efficiency of functioning of managed organizational and technical systems. The novelty of the results obtained lies in determining the main directions of development of the theoretical and methodological basis for taking into account the influence of meteorological factors on the safety and efficiency of the functioning of controlled complex organizational and technical systems. The practical significance of the results obtained lies in the possibility of using the received recommendations when making decisions on the development of national transport infrastructure in terms of taking into account ongoing and expected climate changes.
