Abstract (English):
The article describes the activities of the Public Council of Nizhnekamsk Municipal District of Tatarstan within the socio-philosophical concept of Berger and H. Luk-man. Highlighted four ways the constitution and construction of social reality: habitualization, typing, institutionalization and legitimization. Public Council of the municipal district is positioned as a tool for the formation of civil society institu-tions and the "marketplace" of growth of civic consciousness.
