FEATURES OF THE DEVELOPMENT OF SPECIAL ECONOMIC ZONES IN RUSSIA IN ENGLISH

Abstract (English):
The article considers the main vectors of development of special economic zones in Russia in the context of tightening sanctions policy and transformation of the global economy. The role of SEZ for the national economy, the structure of Russian SEZ, key areas of support for SEZ by the state are studied, and problems that have hindered more active development of SEZ in recent years are identified. Among these problems, political, economic, industrial and infrastructural ones were especially highlighted. It was proposed to focus, first of all, on such measures as: strengthening the system of control over the expenditure of budget funds, including in a number of Russian regions; reducing administrative barriers not only for Russian resident companies, but also for foreign companies; expanding the areas for stimulating the development of the PPP mechanism within the framework of the functioning of Russian SEZ. It is concluded that the implementation of these measures will attract new residents to the SEZ mechanism, including from friendly countries, which will further contribute to the achievement of the main goals set for Russian SEZ.
