The article is devoted to the analysis of the legal regulation of the concepts of «foreign influence» and «foreign aid» in Russian legislation. The text discusses problems associated with the unclear formulation of these concepts, which creates ample opportunities for their subjective interpretation by law enforcement officials, in particular the Ministry of Justice of the Russian Federation. The author proposes to introduce differentiation of lobbying activities from other types of socially beneficial activities of Russian citizens, to introduce clear criteria for such concepts as foreign influence and foreign assistance in order to exclude the possibility of arbitrary interpretation of the law by law enforcement officials, introduce the concept of a foreign principal.
