Requirements for the paper

Content Requirements

The journal publishes articles that match the aims and scope of the journal and its headings. An article must be original, previously unpublished, and must not violate intellectual property rights of third parties.

Length of paper: 20-40 thousand characters (including spaces).

Design requirements

The text should be typed in Microsoft Word, and savedin DOC, DOCX, or RTF formats. File name should include author's name and article's title.

Paper Structure:

  • name of the author, title;
  • abstract (100-250 words);
  • keywords (5-7 words or phrases, separated by semicolon);
  • full text of the article (the main text font : Times New Roman; font-size body text is 12 PT; margins: top and bottom - 2 sm, right and left - 3 sm; line spacing - single; indent the first line of the paragraph - 1,25 sm; text-align justify; references in formulas are given in parentheses; for formulas in the formula editor; pictures by means of Word; raster images are provided as separate JPG files of minimum 300 dpi resolution);
  • references;
  • information about the author: position, scientific degree, academic rank; the address information of the author(s) (organization(s), address(s); e-mail of all or one author).

To highlight text use bold and italic. It is recommended to use italic for examplesand bold for new terms and concepts.

It is not recommended to use UPPERCASE, sp a c i n g and an underscore; footnotes.

An author's photo should be included together with the text of the manuscript.

All Illustrative materials should be in TIFF or JPG filesof minimum 300 dpi resolution (if available).

Publication ethics

1. General provisions

1.1. Basic principles

The scientific peer-reviewed Journal of Political Research (Journal) is guided in its work by the ethical principles adopted in the publishing community, taking into account international standards, including:

- regulations developed by the COPE (The Committee on Publication Ethics – COPE, http://publicationethics.org/resources/guidelines);

- provisions adopted at the Second World Conference on Research Integrity (Singapore, 22-24 July 2010,  http://www.worldscientific.com/worldscibooks/10.1142/8102);

- recommendations of EASE (European Association of Science Editors) for authors and translators of scientific articles that should be published in English (https://ease.org.uk/publications/author-guidelines-authors-and-translators/).

- provisions of the White Paper of the International Council of Scientific Editors on the promotion of integrity in the publication of scientific journals (CSE’s White Paper on Promoting Integrity in Scientific Journal Publications, https://www.councilscienceeditors.org/resource-library/editorial-policies/white-paper-on-publication-ethics/).

1.2. Compliance with the basic principles of scientific ethics

All parties (authors, members of the editorial board, editor-in-chief, reviewers) undertake to comply with the listed principles of publication ethics and to prevent their violation, to refrain from political bias, to prevent plagiarism and publication of false data, to identify publications that violate ethical principles, to be ready to publish clarifications, apologies if necessary.

The journal assumes that the authors, members of the editorial board and reviewers are familiar with the algorithm of work and the ethical requirements imposed on them.

1.3. Advertising Policy

The journal adheres to ethical principles in its activities and does not mix advertising materials with editorial materials, scientific articles of the authors.

2. The ethics of the author

2.1. Authorship

The author of the Journal is a person who has made an important, original contribution to the research (studied the political phenomenon, compared political phenomena, effects, processes, identified political patterns, made conceptualization, reconceptualization of political science theory, collected, generalized, interpreted empirical data, developed an applied political science model, generalized theoretical experience, proposed a scenario for the development of political events, observing the requirements of the Journal).

Authors and co-authors independently decide the order of placement of their surnames.

Submission of the article and related documents to the Journal means the fact of authorship, as well as the fact that all authors agree with the published information contained in the materials.

The presence of false, unreliable data is the basis for rejecting the article.

The fact of funding, the relation to the scientific grant, the project, expert assistance that does not involve co-authorship, can be indicated at the end of the article before the list of references in the "Acknowledgements" section.

2.2. Plagiarism, originality, duplicate publications

Only original articles are accepted. All articles are checked through the "Anti-plagiarism" system. No form of plagiarism is allowed. The journal rejects articles containing plagiarism. It is also important for the author to avoid self-plagiarism – the use of their previous published articles in a new article. Detailed copying of your own works and their paraphrasing is unacceptable.

If you use text or graphic information obtained from the work of other researchers or individuals, you must provide links to relevant sources and publications.

Duplication – simultaneous submission of the same work by the author to different journals is not allowed.

The author is obliged to notify the editorial board of the Journal about all the works that are submitted to other journals and echo the article sent to the Journal. Previously published articles in other journals are not accepted.

After publishing an article in a Journal, the author should refrain from re-publishing it in other journals.

2.3. Interaction with the Journal

The author and his co-authors are obliged to observe the principles of publication ethics of the Journal. The author must take into account the rules of registration, review, and also allow the fact of editing his work on the result of the review. The journal is in talks with one of the co-authors. After the article is approved, the authors conclude a contract.

2.4. Copyright compliance

Copyright infringement is not allowed. Unpublished data obtained from submitted manuscripts should not be used for personal purposes or transferred to third parties without the written consent of the author. Information or ideas obtained during editing and related to possible benefits should be kept confidential and not used for personal gain.

2.5. Accuracy, responsibility of the author for the data provided

The author and co-authors are fully responsible for the accuracy, truth and correctness of the data used, sources (figures, statistics, formulas, quotations, titles, names, surnames) in the work. Erroneous or falsified statements amount to a violation of publication ethics and are unacceptable.

The author guarantees that the article contains no data related to state, commercial (corporate) or official secrets.

If the author does not have permission to publish unpublished results of an experiment or research, the editorial board has the right to request such permission.

If the author finds an inaccuracy or error in the published article, he / she must notify the editorial board of this fact within 3 days after posting the e-print of the issue on the Journal's web page and together with it make all possible efforts to eliminate the problem.

It is important for the author to refrain from disparaging, personal and sharply negative accusations and comments about other researchers. Slander and defamatory information about other authors is unacceptable.

A mandatory rule is the design of the bibliography («Literature» and «References»).

3. Ethics of the Editor-in-Chief and members of the Editorial Board

3.1. Functions of the Editor-in-Chief

The Editor-in-Chief is focused on attracting original, relevant materials to the Magazine. The Editor-in-Chief monitors the timeliness and objectivity of the scientific examination of manuscripts. Monitors compliance with the publication ethics of the Journal, ensuring the anonymity of the review process.

The Editor-in-Chief determines the scientific policy of the Journal and plans thematic issues.

The Editor-in-Chief oversees the preservation of the methodological and conceptual traditions of political science in the Journal.

The editor-in-chief does not allow the publication of materials that do not correspond to the subject and specifics of the journal.

The editor-in-Chief has the exclusive right to accept the work or reject it. Has the right to request information confirming the contribution of any of the co-authors.

3.2. Retraction

The journal (editor-in-chief and editorial board) carries out the process of retracting the article when receiving evidence of a gross violation of publication ethics. The reason for initiating a retraction may be the discovery of plagiarism in the article.

3.3. Editor-in-Chief, Editorial Board and scientific objectivity of the article

The editorial board makes a preliminary decision on the scientific objectivity of the article, as well as decides on the appropriateness of its publication. If the editorial board cannot make such a decision, the editor-in-chief decides whether to publish the work.

The decision on publication is made only after reviewing the article. The decision on publication is made on the basis of the scientific significance of the work under consideration. The final decision on the publication of the work is made by the editor-in-chief.

All violations of publication ethics by any parties are reported to the editorial board and the editor-in-chief, who make a decision on each identified violation.

If the editorial board does not share the opinion of the author of the article, it has the right to indicate this in the work itself.

The content of the manuscripts is evaluated regardless of the nationality, race, gender, sexual orientation, religious views, origin, citizenship, social status or political preferences of the authors. The scientific objectivity of the work is evaluated.

The editorial board and the editor-in-chief reject articles that call for the seizure of power, the overthrow of the government, the violent change of the current constitutional system, reject articles that are aimed at inciting national, religious, political, social, class intolerance and discord. Articles where there is propaganda of war, pornography, the cult of violence, cruelty are rejected. Instead, the Journal is interested in the scientific discussion of the authors, which is objective and methodologically sound.

3.4. Relations with readers

Readers should be notified of the funds used to conduct the research, if the research was funded by an organization, a foundation, or a private individual.

4. Reviewer Ethics and Review procedures

4.1. Ethics of the review procedure

The review of articles is coordinated and organized by the editor-in-chief, members of the editorial board, and is carried out by invited reviewers-leading experts in the relevant industry. The decision to choose a reviewer is made by the editor-in-chief or a member of the editorial board, who is assigned such a function by the editor-in-chief.

A database of scientific reviewers is constantly being formed. The reviewer, as a rule, has knowledge in the relevant subdiscipline field, a scientific degree (candidate or Doctor of science). The review process lasts four weeks.

In the case of a special, thematic issue of the Journal, the functions of coordinating and organizing the review procedure can be assigned to the invited editor.

The Editorial Board does not provide the authors with information (first names, last names, addresses, etc.) about the reviewers (except in cases of receipt of legally justified requests from authorized state bodies). The names of the authors may become known to the reviewers in the event of a successful publication.

The most important corrections and edits are agreed with the author.

4.2. Confidentiality, ethical principles of the reviewer

The reviewer is prohibited from using the information contained in the reviewed work for personal purposes or for the benefit of third parties. The review is a confidential document.

The reviewer should not disclose information about the work received during the review to anyone other than the Journal staff (the editor-in-chief, the editorial board).

Reviewers may not be the author and co-author of the work. The reviewer may not be the supervisor of the author-a post-graduate student, doctoral student, or candidate of an academic degree.

The reviewer may refuse the review procedure if there is a clear conflict of interest or other reasons that may lead to a violation of publication ethics. A reviewer who, in his opinion, does not have sufficient qualifications to evaluate the manuscript, or cannot be objective, should inform the editor-in-chief about this with a request to exclude him from the review process of this manuscript (within 3 days from the date of receipt of the article).

If the reviewer does not have enough time for the review procedure, he must inform the Editor-in-Chief and the editorial board of the Journal in a timely manner (within 3 days from the date of receipt of the article).

The reviewer must write an objective review and make constructive comments. Argue your position. The reviewer's opinion should be clear, and ambiguity is unacceptable. It is unacceptable to show hostility, insult the author and his co-authors. The reviewer avoids evaluating the author's political, religious, and other personal views. Only the scientific position of the author and his co-authors is evaluated.

The review is aimed at evaluating the theoretical and research contribution of the author, clarifying and improving the conceptual, empirical, methodological and analytical aspects of his article.

The article is evaluated by the reviewer on the basis of the relevance, the fundamental nature of the work, the applied nature of the research, and the problematic novelty of the topic.

4.3. Verification of the reliability of information sources

The reviewer is obliged to focus on verifying the reliability of the sources of information, the information that the author cites in his work.

The reviewers, the editor-in-chief and the editorial board reserve the right to request from the authors the raw (initial) data of the study, to request empirical data sets, as well as details on the methodological procedure. The author and his co-authors should provide this kind of data to the Journal, as well as store this data for an adequate period of time.

4.4. Reviewer's Responsibilities

Main responsibilities of the reviewer:

- evaluation of the manuscript according to the main criteria,

- maintaining the confidentiality of information,

- operational communication,

- scientific objectivity,

- mandatory contribution to the work of the editorial board and editorial decisions of the Journal.

5. Publishing ethics

5.1. Publishing House and Journal

The Publisher does not interfere in the work of the editorial board of the Journal, does not participate in the selection of manuscripts and does not insist on the publication of any materials.

5.2. Help for the Journal

The publisher ensures the development of the Journal: its web resource, its electronic version, its paper version (in the case of anniversary and other special issues) and its inclusion in databases and subscription catalogs.

6. Conflict situations

6.1. Fixing conflict situations

A legal, financial, or other conflict situation is recorded by the Journal.

A conflict of interest may arise when the author (his employer, family, friends) has a legal, professional, or financial relationship with other organizations that may influence the research or the interpretation of the results of the research.

The editor-in-chief, the editorial board, together with the publisher, do not leave unanswered claims concerning the reviewed manuscripts or published materials, and also, if a conflict situation is identified, take all necessary measures to restore the violated rights.

To mitigate the risks of conflict situations, authors are recommended to include complete and reliable information about themselves (employer, membership in professional associations, etc.) when submitting an article to the Journal.

Authors should understand that their research after publication will become publicly available to any person-a scientist, a politician, a public activist. Researchers working on controversial, controversial issues can become the target of harassment, trolling, and cyberbullying on the Internet. To prevent the negative consequences of such bullying, the author is recommended to read the recommendations of the Science Media Center specialists (https://www.sciencemediacentre.org/): 1. do not allow yourself to be blackmailed, do not allow yourself to be silenced, 2. make a balanced decision whether to communicate with aggressive detractors, 3. inform the management of social networks about unacceptable insults to the author.

6.2. Conflict resolution procedure

The journal is ready to publish corrections, refutations, clarifications and complaints, if necessary.

If there is a conflict of interest, the parties should indicate the essence of the problem in a letter to the Journal. If there is a conflict of interest between the reviewer and the author, another reviewer is appointed. Conflict situations are considered by a special commission consisting of representatives of the Journal and independent experts who do not have conflicts with different participants.

Publishing procedure

Submitting manuscripts

You can submit an article by registering on the Naukaru.ru website and filling the application form in your Personal Account.

Note that your application must meet the Requirements for the paper.

Accepting manuscripts

On receiving an application the Editor- in-chief (or the Deputy-Chief Editor) decides whether the article matches the topics relevant to the journal and conforms to the Requirements for the paper.

Articles that do not qualifyare returned to the author with reasons for rejection.

Articles that satisfy the requirements are reviewed primarily by the members of the Editorial board.

Signing the Agreement

After the article is accepted for publication, the author signs License agreement with the publishing house, i.e. provides the necessary data, prints the contract, signs it and posts it to the publisher.

Publication

On being published in a journal issue the article is assigned DOI, and its metadata is supplied to the RSCI.

The author receives a conformation e-mail about publishing of his/her article.

The author can request a free PDF file of the article or buy a paper issue.

Article review process

1. General provisions

The reviewers are appointed by the Editor-in-Chief. Members of the Editorial Board of the Journal, as well as a specially invited editor of a separate thematic issue, assist the editor-in-Chief in selecting reviewers.

The Journal has a double blind peer review.

The review procedure lasts 4 weeks.

2. Criteria for evaluating the manuscript

The reviewer must determine:

- does the article correspond to the political science profile of the magazine?

- are all the required components listed in the Abstract specified: "A clear statement of the purpose of the article", "Description of the methods and procedures of the study", "Results of the study", " Theoretical / practical significance of the work»;

- is the article structured according to the principles of IMRAD (the presence of parts "Introduction", "Review of scientific literature", "Methods", "Results", "Interpretation", "Conclusions" and others similar in meaning and wording);

- whether the footnotes are designed correctly;

- does the text of the article contain a theoretical / practical contribution to the existing political science knowledge;

- whether the applied methodology and methodological procedures are justified, whether the research stages are explained (comparative approach, discourse analysis (analysis of various expert assessments, opinions), hermeneutic approach, system approach, content analysis, SWOT analysis, structural and functional analysis, case studies, focus groups, sociological questionnaires, expert interviews, experiments, methodological optics of Big Data, the use of special computer programs, etc.);

- is there any validity of the author's conclusions, argumentation;

- relevance and authority of the cited domestic and foreign scientific literature (the presence of authoritative works-monographs, articles on selected issues from Russian scientific journals, and not just links to Internet materials);

- the level of modernity of the cited scientific literature (the presence in the list of references of sources published in the last 5 years, a smaller number is acceptable if the topic is specific);

- whether two bibliographic lists are drawn up according to the journal's rules ("Literature" in Russian (it is not done if the entire article or all sources are in English) and "References" in English and Latin – this list is mandatory).

The reviewer should definitely note the strengths and weaknesses of the manuscript.

The reviewer should note the requirements that the author needs to meet (if necessary).

The reviewer is obliged to give a final assessment of the article. Three options are assumed:

- the article can be recommended for publication without corrections or with corrections made in the manuscript by the reviewer;

- the article can be published after its author's revision in accordance with the recommendations and requirements of the reviewer;

- the article is not recommended for publication because it does not meet the criteria for scientific articles or does not meet the profile of the journal.

3. Additional review

The revised article is sent for reconsideration to the reviewer who made comments or recommendations. By the decision of the editorial board and the editor-in-chief, the article may be sent for additional review to another reviewer. The final decision on additional review is made by the Editor-in-Chief.

The author's revision of the article is possible no more than twice.

Electronic copies of reviews are kept for 3 years by the publisher.

Article retraction process
1. General provisions
The Editorial Board and the Editor-in-Chief of the Journal, on the basis of the principles of COPE (The Committee on Publication Ethics), reserve the right to conduct a procedure for retracting (revoking) a published article in case of revealing a gross violation of its author's publication ethics (plagiarism, false, falsified data, duplicated publication, etc.).

2. Retraction procedure
Retraction involves entering the "withdrawn/retracted" record number into the metadata, as well as the layout, indicating the specific date of the retraction. Also, information about the retraction of the article is reported to all foreign and domestic scientometric databases, where the Journal articles are indexed. Retraction is initiated if there is a statement by the author, a member of the editorial board of the Journal or another person indicating the detailed reasoning for the review of the material.
The Journal reserves the right to inform about the fact of plagiarism, gross violation of publication ethics, the process of retraction of the author's employer.

1. Preservation of scientific traditions, theoretical and methodological heritage of political science.

The journal strives to preserve the traditions of scientific schools and areas of political science, to observe continuity in the transfer of methodological principles and conceptual models to new generations of scientists. Important attention is paid to the preservation of the intellectual heritage of Russian and foreign political scientists.

1. Innovations in political science.

The journal is constantly looking for the most promising research topics and directions for the full development of political science. To this end, the Magazine provides for the planning of special thematic issues.

Requirements for the paper

Content Requirements

The journal publishes articles that match the aims and scope of the journal and its headings. An article must be original, previously unpublished, and must not violate intellectual property rights of third parties.

Length of paper: 20-40 thousand characters (including spaces).

Design requirements

The text should be typed in Microsoft Word, and savedin DOC, DOCX, or RTF formats. File name should include author's name and article's title.

Paper Structure:

  • name of the author, title;
  • abstract (100-250 words);
  • keywords (5-7 words or phrases, separated by semicolon);
  • full text of the article (the main text font : Times New Roman; font-size body text is 12 PT; margins: top and bottom - 2 sm, right and left - 3 sm; line spacing - single; indent the first line of the paragraph - 1,25 sm; text-align justify; references in formulas are given in parentheses; for formulas in the formula editor; pictures by means of Word; raster images are provided as separate JPG files of minimum 300 dpi resolution);
  • references;
  • information about the author: position, scientific degree, academic rank; the address information of the author(s) (organization(s), address(s); e-mail of all or one author).

To highlight text use bold and italic. It is recommended to use italic for examplesand bold for new terms and concepts.

It is not recommended to use UPPERCASE, sp a c i n g and an underscore; footnotes.

An author's photo should be included together with the text of the manuscript.

All Illustrative materials should be in TIFF or JPG filesof minimum 300 dpi resolution (if available).

Publication ethics

1. General provisions

1.1. Basic principles

The scientific peer-reviewed Journal of Political Research (Journal) is guided in its work by the ethical principles adopted in the publishing community, taking into account international standards, including:

- regulations developed by the COPE (The Committee on Publication Ethics – COPE, http://publicationethics.org/resources/guidelines);

- provisions adopted at the Second World Conference on Research Integrity (Singapore, 22-24 July 2010,  http://www.worldscientific.com/worldscibooks/10.1142/8102);

- recommendations of EASE (European Association of Science Editors) for authors and translators of scientific articles that should be published in English (https://ease.org.uk/publications/author-guidelines-authors-and-translators/).

- provisions of the White Paper of the International Council of Scientific Editors on the promotion of integrity in the publication of scientific journals (CSE’s White Paper on Promoting Integrity in Scientific Journal Publications, https://www.councilscienceeditors.org/resource-library/editorial-policies/white-paper-on-publication-ethics/).

1.2. Compliance with the basic principles of scientific ethics

All parties (authors, members of the editorial board, editor-in-chief, reviewers) undertake to comply with the listed principles of publication ethics and to prevent their violation, to refrain from political bias, to prevent plagiarism and publication of false data, to identify publications that violate ethical principles, to be ready to publish clarifications, apologies if necessary.

The journal assumes that the authors, members of the editorial board and reviewers are familiar with the algorithm of work and the ethical requirements imposed on them.

1.3. Advertising Policy

The journal adheres to ethical principles in its activities and does not mix advertising materials with editorial materials, scientific articles of the authors.

2. The ethics of the author

2.1. Authorship

The author of the Journal is a person who has made an important, original contribution to the research (studied the political phenomenon, compared political phenomena, effects, processes, identified political patterns, made conceptualization, reconceptualization of political science theory, collected, generalized, interpreted empirical data, developed an applied political science model, generalized theoretical experience, proposed a scenario for the development of political events, observing the requirements of the Journal).

Authors and co-authors independently decide the order of placement of their surnames.

Submission of the article and related documents to the Journal means the fact of authorship, as well as the fact that all authors agree with the published information contained in the materials.

The presence of false, unreliable data is the basis for rejecting the article.

The fact of funding, the relation to the scientific grant, the project, expert assistance that does not involve co-authorship, can be indicated at the end of the article before the list of references in the "Acknowledgements" section.

2.2. Plagiarism, originality, duplicate publications

Only original articles are accepted. All articles are checked through the "Anti-plagiarism" system. No form of plagiarism is allowed. The journal rejects articles containing plagiarism. It is also important for the author to avoid self-plagiarism – the use of their previous published articles in a new article. Detailed copying of your own works and their paraphrasing is unacceptable.

If you use text or graphic information obtained from the work of other researchers or individuals, you must provide links to relevant sources and publications.

Duplication – simultaneous submission of the same work by the author to different journals is not allowed.

The author is obliged to notify the editorial board of the Journal about all the works that are submitted to other journals and echo the article sent to the Journal. Previously published articles in other journals are not accepted.

After publishing an article in a Journal, the author should refrain from re-publishing it in other journals.

2.3. Interaction with the Journal

The author and his co-authors are obliged to observe the principles of publication ethics of the Journal. The author must take into account the rules of registration, review, and also allow the fact of editing his work on the result of the review. The journal is in talks with one of the co-authors. After the article is approved, the authors conclude a contract.

2.4. Copyright compliance

Copyright infringement is not allowed. Unpublished data obtained from submitted manuscripts should not be used for personal purposes or transferred to third parties without the written consent of the author. Information or ideas obtained during editing and related to possible benefits should be kept confidential and not used for personal gain.

2.5. Accuracy, responsibility of the author for the data provided

The author and co-authors are fully responsible for the accuracy, truth and correctness of the data used, sources (figures, statistics, formulas, quotations, titles, names, surnames) in the work. Erroneous or falsified statements amount to a violation of publication ethics and are unacceptable.

The author guarantees that the article contains no data related to state, commercial (corporate) or official secrets.

If the author does not have permission to publish unpublished results of an experiment or research, the editorial board has the right to request such permission.

If the author finds an inaccuracy or error in the published article, he / she must notify the editorial board of this fact within 3 days after posting the e-print of the issue on the Journal's web page and together with it make all possible efforts to eliminate the problem.

It is important for the author to refrain from disparaging, personal and sharply negative accusations and comments about other researchers. Slander and defamatory information about other authors is unacceptable.

A mandatory rule is the design of the bibliography («Literature» and «References»).

3. Ethics of the Editor-in-Chief and members of the Editorial Board

3.1. Functions of the Editor-in-Chief

The Editor-in-Chief is focused on attracting original, relevant materials to the Magazine. The Editor-in-Chief monitors the timeliness and objectivity of the scientific examination of manuscripts. Monitors compliance with the publication ethics of the Journal, ensuring the anonymity of the review process.

The Editor-in-Chief determines the scientific policy of the Journal and plans thematic issues.

The Editor-in-Chief oversees the preservation of the methodological and conceptual traditions of political science in the Journal.

The editor-in-chief does not allow the publication of materials that do not correspond to the subject and specifics of the journal.

The editor-in-Chief has the exclusive right to accept the work or reject it. Has the right to request information confirming the contribution of any of the co-authors.

3.2. Retraction

The journal (editor-in-chief and editorial board) carries out the process of retracting the article when receiving evidence of a gross violation of publication ethics. The reason for initiating a retraction may be the discovery of plagiarism in the article.

3.3. Editor-in-Chief, Editorial Board and scientific objectivity of the article

The editorial board makes a preliminary decision on the scientific objectivity of the article, as well as decides on the appropriateness of its publication. If the editorial board cannot make such a decision, the editor-in-chief decides whether to publish the work.

The decision on publication is made only after reviewing the article. The decision on publication is made on the basis of the scientific significance of the work under consideration. The final decision on the publication of the work is made by the editor-in-chief.

All violations of publication ethics by any parties are reported to the editorial board and the editor-in-chief, who make a decision on each identified violation.

If the editorial board does not share the opinion of the author of the article, it has the right to indicate this in the work itself.

The content of the manuscripts is evaluated regardless of the nationality, race, gender, sexual orientation, religious views, origin, citizenship, social status or political preferences of the authors. The scientific objectivity of the work is evaluated.

The editorial board and the editor-in-chief reject articles that call for the seizure of power, the overthrow of the government, the violent change of the current constitutional system, reject articles that are aimed at inciting national, religious, political, social, class intolerance and discord. Articles where there is propaganda of war, pornography, the cult of violence, cruelty are rejected. Instead, the Journal is interested in the scientific discussion of the authors, which is objective and methodologically sound.

3.4. Relations with readers

Readers should be notified of the funds used to conduct the research, if the research was funded by an organization, a foundation, or a private individual.

4. Reviewer Ethics and Review procedures

4.1. Ethics of the review procedure

The review of articles is coordinated and organized by the editor-in-chief, members of the editorial board, and is carried out by invited reviewers-leading experts in the relevant industry. The decision to choose a reviewer is made by the editor-in-chief or a member of the editorial board, who is assigned such a function by the editor-in-chief.

A database of scientific reviewers is constantly being formed. The reviewer, as a rule, has knowledge in the relevant subdiscipline field, a scientific degree (candidate or Doctor of science). The review process lasts four weeks.

In the case of a special, thematic issue of the Journal, the functions of coordinating and organizing the review procedure can be assigned to the invited editor.

The Editorial Board does not provide the authors with information (first names, last names, addresses, etc.) about the reviewers (except in cases of receipt of legally justified requests from authorized state bodies). The names of the authors may become known to the reviewers in the event of a successful publication.

The most important corrections and edits are agreed with the author.

4.2. Confidentiality, ethical principles of the reviewer

The reviewer is prohibited from using the information contained in the reviewed work for personal purposes or for the benefit of third parties. The review is a confidential document.

The reviewer should not disclose information about the work received during the review to anyone other than the Journal staff (the editor-in-chief, the editorial board).

Reviewers may not be the author and co-author of the work. The reviewer may not be the supervisor of the author-a post-graduate student, doctoral student, or candidate of an academic degree.

The reviewer may refuse the review procedure if there is a clear conflict of interest or other reasons that may lead to a violation of publication ethics. A reviewer who, in his opinion, does not have sufficient qualifications to evaluate the manuscript, or cannot be objective, should inform the editor-in-chief about this with a request to exclude him from the review process of this manuscript (within 3 days from the date of receipt of the article).

If the reviewer does not have enough time for the review procedure, he must inform the Editor-in-Chief and the editorial board of the Journal in a timely manner (within 3 days from the date of receipt of the article).

The reviewer must write an objective review and make constructive comments. Argue your position. The reviewer's opinion should be clear, and ambiguity is unacceptable. It is unacceptable to show hostility, insult the author and his co-authors. The reviewer avoids evaluating the author's political, religious, and other personal views. Only the scientific position of the author and his co-authors is evaluated.

The review is aimed at evaluating the theoretical and research contribution of the author, clarifying and improving the conceptual, empirical, methodological and analytical aspects of his article.

The article is evaluated by the reviewer on the basis of the relevance, the fundamental nature of the work, the applied nature of the research, and the problematic novelty of the topic.

4.3. Verification of the reliability of information sources

The reviewer is obliged to focus on verifying the reliability of the sources of information, the information that the author cites in his work.

The reviewers, the editor-in-chief and the editorial board reserve the right to request from the authors the raw (initial) data of the study, to request empirical data sets, as well as details on the methodological procedure. The author and his co-authors should provide this kind of data to the Journal, as well as store this data for an adequate period of time.

4.4. Reviewer's Responsibilities

Main responsibilities of the reviewer:

- evaluation of the manuscript according to the main criteria,

- maintaining the confidentiality of information,

- operational communication,

- scientific objectivity,

- mandatory contribution to the work of the editorial board and editorial decisions of the Journal.

5. Publishing ethics

5.1. Publishing House and Journal

The Publisher does not interfere in the work of the editorial board of the Journal, does not participate in the selection of manuscripts and does not insist on the publication of any materials.

5.2. Help for the Journal

The publisher ensures the development of the Journal: its web resource, its electronic version, its paper version (in the case of anniversary and other special issues) and its inclusion in databases and subscription catalogs.

6. Conflict situations

6.1. Fixing conflict situations

A legal, financial, or other conflict situation is recorded by the Journal.

A conflict of interest may arise when the author (his employer, family, friends) has a legal, professional, or financial relationship with other organizations that may influence the research or the interpretation of the results of the research.

The editor-in-chief, the editorial board, together with the publisher, do not leave unanswered claims concerning the reviewed manuscripts or published materials, and also, if a conflict situation is identified, take all necessary measures to restore the violated rights.

To mitigate the risks of conflict situations, authors are recommended to include complete and reliable information about themselves (employer, membership in professional associations, etc.) when submitting an article to the Journal.

Authors should understand that their research after publication will become publicly available to any person-a scientist, a politician, a public activist. Researchers working on controversial, controversial issues can become the target of harassment, trolling, and cyberbullying on the Internet. To prevent the negative consequences of such bullying, the author is recommended to read the recommendations of the Science Media Center specialists (https://www.sciencemediacentre.org/): 1. do not allow yourself to be blackmailed, do not allow yourself to be silenced, 2. make a balanced decision whether to communicate with aggressive detractors, 3. inform the management of social networks about unacceptable insults to the author.

6.2. Conflict resolution procedure

The journal is ready to publish corrections, refutations, clarifications and complaints, if necessary.

If there is a conflict of interest, the parties should indicate the essence of the problem in a letter to the Journal. If there is a conflict of interest between the reviewer and the author, another reviewer is appointed. Conflict situations are considered by a special commission consisting of representatives of the Journal and independent experts who do not have conflicts with different participants.

Publishing procedure

Submitting manuscripts

You can submit an article by registering on the Naukaru.ru website and filling the application form in your Personal Account.

Note that your application must meet the Requirements for the paper.

Accepting manuscripts

On receiving an application the Editor- in-chief (or the Deputy-Chief Editor) decides whether the article matches the topics relevant to the journal and conforms to the Requirements for the paper.

Articles that do not qualifyare returned to the author with reasons for rejection.

Articles that satisfy the requirements are reviewed primarily by the members of the Editorial board.

Signing the Agreement

After the article is accepted for publication, the author signs License agreement with the publishing house, i.e. provides the necessary data, prints the contract, signs it and posts it to the publisher.

Publication

On being published in a journal issue the article is assigned DOI, and its metadata is supplied to the RSCI.

The author receives a conformation e-mail about publishing of his/her article.

The author can request a free PDF file of the article or buy a paper issue.

Article review process

1. General provisions

The reviewers are appointed by the Editor-in-Chief. Members of the Editorial Board of the Journal, as well as a specially invited editor of a separate thematic issue, assist the editor-in-Chief in selecting reviewers.

The Journal has a double blind peer review.

The review procedure lasts 4 weeks.

2. Criteria for evaluating the manuscript

The reviewer must determine:

- does the article correspond to the political science profile of the magazine?

- are all the required components listed in the Abstract specified: "A clear statement of the purpose of the article", "Description of the methods and procedures of the study", "Results of the study", " Theoretical / practical significance of the work»;

- is the article structured according to the principles of IMRAD (the presence of parts "Introduction", "Review of scientific literature", "Methods", "Results", "Interpretation", "Conclusions" and others similar in meaning and wording);

- whether the footnotes are designed correctly;

- does the text of the article contain a theoretical / practical contribution to the existing political science knowledge;

- whether the applied methodology and methodological procedures are justified, whether the research stages are explained (comparative approach, discourse analysis (analysis of various expert assessments, opinions), hermeneutic approach, system approach, content analysis, SWOT analysis, structural and functional analysis, case studies, focus groups, sociological questionnaires, expert interviews, experiments, methodological optics of Big Data, the use of special computer programs, etc.);

- is there any validity of the author's conclusions, argumentation;

- relevance and authority of the cited domestic and foreign scientific literature (the presence of authoritative works-monographs, articles on selected issues from Russian scientific journals, and not just links to Internet materials);

- the level of modernity of the cited scientific literature (the presence in the list of references of sources published in the last 5 years, a smaller number is acceptable if the topic is specific);

- whether two bibliographic lists are drawn up according to the journal's rules ("Literature" in Russian (it is not done if the entire article or all sources are in English) and "References" in English and Latin – this list is mandatory).

The reviewer should definitely note the strengths and weaknesses of the manuscript.

The reviewer should note the requirements that the author needs to meet (if necessary).

The reviewer is obliged to give a final assessment of the article. Three options are assumed:

- the article can be recommended for publication without corrections or with corrections made in the manuscript by the reviewer;

- the article can be published after its author's revision in accordance with the recommendations and requirements of the reviewer;

- the article is not recommended for publication because it does not meet the criteria for scientific articles or does not meet the profile of the journal.

3. Additional review

The revised article is sent for reconsideration to the reviewer who made comments or recommendations. By the decision of the editorial board and the editor-in-chief, the article may be sent for additional review to another reviewer. The final decision on additional review is made by the Editor-in-Chief.

The author's revision of the article is possible no more than twice.

Electronic copies of reviews are kept for 3 years by the publisher.

Article retraction process
1. General provisions
The Editorial Board and the Editor-in-Chief of the Journal, on the basis of the principles of COPE (The Committee on Publication Ethics), reserve the right to conduct a procedure for retracting (revoking) a published article in case of revealing a gross violation of its author's publication ethics (plagiarism, false, falsified data, duplicated publication, etc.).

2. Retraction procedure
Retraction involves entering the "withdrawn/retracted" record number into the metadata, as well as the layout, indicating the specific date of the retraction. Also, information about the retraction of the article is reported to all foreign and domestic scientometric databases, where the Journal articles are indexed. Retraction is initiated if there is a statement by the author, a member of the editorial board of the Journal or another person indicating the detailed reasoning for the review of the material.
The Journal reserves the right to inform about the fact of plagiarism, gross violation of publication ethics, the process of retraction of the author's employer.

The purpose of the Journal is to provide an opportunity for scholars, teachers, graduate students to publish the results of their fundamental and applied research, having theoretical and practical significance in the field of political science, to inform the domestic and world professional community about the latest results of political science work.

 

As part of the Russian scientific information system, the Journal is involved in the following tasks:

 

- organization of a platform for an open scientific discussion, contributing to the improvement of the quality of the expertise of scientific papers and dissertation research;

 

- approbation, improvement and adaptation of scientific methodology, clarification of the terminological apparatus of political science, assistance to scientists in the operationalization and conceptualization of complex and little-studied political problems;

- application of the interdisciplinary principle for the introduction of a versatile analysis of the specifics of modern political technologies and communications, domestic and foreign policy, features of international and interethnic relations, other political phenomena;

 

- transition to the paradigm of thematic issues, enlightened with special political science issues and aspects;

 

- creating conditions for networking of the professional community of political scientists in Russia, maintaining the continuity of their scientific schools;

 

- providing Russian scientists with the opportunity to publish translations of parts, fragments of theoretically and practically significant scientific works of foreign political scientists for the qualitative development of domestic political science;

 

- ensuring publicity and openness of the latest empirical research data of domestic and foreign political scientists, obtained through sociological measurements, content analysis, focus groups and expert interviews;

 

- popularization of the principles of scientific comparative studies in the analysis of political institutions and processes, political technologies and networks, political systems and regimes, political cultures, elites, parties, groups and movements;

 

- improvement of the authors' publication work in terms of ensuring the compliance of articles with the requirements of the Higher Attestation Commission and taking into account the rules for indexing and citing foreign reference databases of Scopus, Web of Science, EBSCO, Directory of Access Access Journal, Ulrichsweb, Citefactor Journals, CAS.

 

The publication activity of the Journal is correlated with the following specialties of VAK:

Also in the Journal there are additional rubrics: “Reviews, analytics, reviews”, where reviews of monographs, textbooks and study guides are published, “Proceedings of young scientists”, where postgraduate students and beginning scientists are published (for undergraduates and students, co-authorship with their scientific leaders). The section “Scientific life” plays the role of covering the most important scientific events in the Russian and foreign political science community (conferences, congresses, seminars), bibliographic reviews of leading political scientists who contributed to the development of political science, the publication of expert interviews.

 

The Journal of Political Research supports the Open Access concept proposed by the Budapest Open Access Initiative (BIOD):

 

“By “open access ”[to the peer-reviewed scientific literature] we mean free access to it through the public Internet, and the right of every user to read, download, copy, distribute, print, search, or link to full-text articles, to search for robots-indexers, enter them as data in software or use them for other legitimate purposes in the absence of financial, legal and technical barriers, with the exception of those that regulate access to the Internet itself”.

The journal strictly follows the most important principles of scientific ethics, is not engaged ideologically and politically.

A fee of 2000 rubles is charged for publication in the Journal.
