Abstract:
Based on the materials from the period of the siege of Leningrad, the monograph examines the service and combat activities of the NKVD troops of the USSR in the conditions of emergency legal regimes of wartime. The reasons for the introduction and characteristic features of the legal regimes of wartime are shown, the patterns characteristic of the emergency legal regimes of the period of the Great Patriotic War are highlighted. The empirical basis of the research was formed by a wide range of various historiographical, archival and legal acts. In their study, the authors oppose attempts to falsify and distort the historical truth about the events of the Great Patriotic War, about the activities of the NKVD troops of the USSR solely as an instrument of political repression, and so on. Based on the analysis of a wide range of sources, the activities of the NKVD troops of the USSR in wartime are subjected to a comprehensive analysis: protecting the rear of the active army, ensuring the legal regimes of wartime and other tasks related to maintaining the internal security of the state and society. It is intended for teachers and students of law, historical and military universities; for researchers specializing in the history of the Great Patriotic War, the siege of Leningrad, and the activities of state security agencies; for law enforcement officers and law enforcement agencies interested in the historical experience of ensuring security in emergency situations, and for a wide range of readers interested in the history of Russia in the 20th century.
