The purpose of this article is to study the mechanism of electronic citizen participation in the electoral cycle as a way of interaction between the people and the state in modern political processes. The main materials for the preparation of the article were the works of domestic researchers devoted to the transformation of political processes in the digital age, mechanisms for the implementation of electronic democracy, and the experience of implementing electoral technologies in the Russian Federation and abroad. In addition, official materials from the websites of the Ministry of Finance of the Russian Federation, Rosstat, and the Central Election Commission of the Russian Federation are used. The regulatory framework was provided by the federal laws of the Russian Federation on conducting an experiment on the organization and conduct of remote electronic voting, Decree of the President of the Russian Federation dated May 9, 2017 No. 203 "On the Strategy for the Development of the Information Society in the Russian Federation for 2017-2030". To achieve this goal, the following methods were used: a comparative analysis of domestic and foreign experience in organizing remote electronic voting, general scientific research methods - analysis, synthesis, induction, deduction and the empirical method of content analysis, which generalize the experience of using digital technologies in political processes. Within the framework of this study, it has been established that at the present stage of the development of the global information environment, network mechanisms of interaction are gaining priority both at the level of interstate relations and in the system of international politics. Digitalization of communication processes contributes to the formation of new forms of diplomatic and political interaction — digital diplomacy and digital democracy, which represent a complex set of methods and instruments of national policy in the digital space. These processes ensure the institutionalization of network forms of cooperation, opening up opportunities for the active participation of non-governmental organizations, international associations and other actors in the processes of foreign policy influence and lobbying for the interests of States. Consequently, the digitalization of foreign policy communication is considered as a factor in expanding channels of political influence and transforming traditional models of interaction in a globalized world. In this context, the development of digital platforms that ensure the participation of citizens in political processes through electronic forms of voting is of particular importance. Further integration of digital technologies into the electoral system of the Russian Federation is conditioned by the strategic orientation of the state towards increasing the level of political inclusion of citizens, ensuring the realization of their constitutional electoral rights, as well as supporting the sustainable development of the information society. The widespread use of online voting and its improvement is viewed through the prism of tools for democratizing political and electoral systems, at the same time as a factor contributing to the transparency of electoral practices.
