The purpose of the study is to identify the features of the lobbying institutionalization in modern Russia and Ukraine on the basis of expert interviews. To achieve this goal, we used a range of methods, including temporal, synchronous comparative analysis, a case study, and in-depth interviews among 30 experts with both theoretical and practical experience in the field of lobbying. Our findings indicate six aspects for comparison expert opinions on the institutionalization of lobbying. Additionally, a portrait of the typical lobbyist in Russia and Ukraine has been created and compared. As a result, some common and distinct characteristics have been identified. The theoretical significance of this article is to identify the features of lobbying institutionalization in modern Russia and Ukraine. Its practical significance lies in providing indicators for comparative analysis of lobbying in post-Soviet states, as well as gathering new data on the specific aspects of lobbying in these two countries.
