The article analyzes the social aspects of the development of higher education in the Arctic zone of the Russian Federation using the example of the Murmansk agglomeration, where the creation of a new campus of Murmansk Arctic University (MAU) plays a key role. Given the strategic importance of the Arctic as a priority area of national development, educational infrastructure is becoming an important factor in the region's sustainable social and economic growth. However, MAU is facing serious challenges: low attractiveness for applicants, massive outflow of young people, lack of student places and weak integration into the urban environment. These problems are compounded by lagging behind the leading Russian and Scandinavian universities in the rankings. The new campus project is considered not only as an architectural and engineering task, but also as a systemic social initiative aimed at creating a modern educational ecosystem capable of retaining and attracting young people, stimulating the local economy and ensuring the sustainable development of the region. Special attention is paid to the integration of the university into urban life, the creation of a comfortable environment, the development of infrastructure and the formation of close ties with the labor market. The author emphasizes that the success of the project depends on an integrated approach combining federal support, regional efforts and international experience, which will allow MAU to become a driver of social progress and a point of attraction for the younger generation in the Russian Arctic.
